HomeMy WebLinkAboutINS-13-054 - On-Street Parking Regulations - Margaret Ave REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: June 17, 2013 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 10 DATE OF REPORT: May 13, 2013 REPORT NO.: INS-13-054 ON-STREET PARKING REGULATIONS - MARGARET SUBJECT: AVENUE RECOMMENDATIONS: That parking be prohibited at anytime on the north side (even number side) of Margaret Avenue from Louisa Street to Adam Street; and, That parking be prohibited at anytime on the south side (odd number side) of Margaret Avenue from Guelph Street to a point 27 metres east thereof; and, That parking be prohibited at anytime on the south side (odd number) side of Margaret Avenue from Blucher Street to a point 36 metres west thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Margaret Avenue from Louisa Street to Guelph Street retains mostly residential land use with some institutional and commercial properties on both sides of the right-of-way. In response to several concerns brought forward relating to the geometrics of the on-street bicycle lanes, the on-street parking regulations will need to be reviewed. REPORT: Currently on-street parking is permitted on the north side (even number side) of Margaret Avenue from Louisa Street to Adam Street as well as the south side (odd number side) of Margaret Avenue from Blucher Street to Guelph Street for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing pavement markings specific to on-street parking and on-street bicycle facilities on Margaret Avenue. The request 8 - 1 cited concerns specific to the geometrics of the on-street bicycle lanes and suggested modification to allow for a more gradual taper in the areas where on-street parking will start and stop. Through review, Transportation Services staff has identified all the necessary locations which require such a modification to the pavement markings. In order to accommodate these changes, Transportation Services staff is recommending that parking be prohibited as per the recommendations of this report. This will allow for a more fluid design of the on-street bicycle lanes and will result in a loss of only three on-street parking spaces total. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Transportation Services staff have maintained a consistent line of communication with both the Cycling Advisory Committee and the local neighbourhood association regarding the Margaret Avenue Road Diet; furthermore, staff have advised affected area residents of this recommended parking prohibition. Opposition was received regarding the recommended parking prohibition between Blucher Street and Guelph Street. Through discussion with affected area residents, Transportation Services staff has been able to maintain some on- street parking on this section of Margaret Avenue while addressing the issues with the on- street bicycle lanes.
