ON-STREET PARKING REGULATIONS – OTTO STREET
RECOMMENDATIONS:
That parking be prohibited at anytime on the north side of Otto Street from Frederick
Street to a point 80 metres west thereof; and,
That parking be permitted for a maximum of 15 consecutive minutes on the north side
of Otto Street from a point 80 metres west of Frederick Street to a point 59 metres east
thereof; and,
That parking be prohibited at anytime on the north side of Otto Street from a point 139
metres west of Frederick Street to a point 46 metres east thereof; and,
That parking be permitted for a maximum of 15 consecutive minutes on the north side
of Otto Street from a point 185 metres west of Frederick Street to a point 20 metres east
thereof; and,
That parking be prohibited at anytime on the north side of Otto Street from a point 205
metres west of Frederick Street to Queen Street North; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Otto Street from Frederick Street to Queen Street North serves primarily as an access road to
various surface parking lots in and around the Region of Waterloo, Kitchener Public Library
and Centre in the Square. As a result of the recent reconstruction of Otto Street, on-street
parking regulations will need to be reviewed.

REPORT:
Currently on-street parking is prohibited on both sides of Otto Street in its entirety (from
Frederick Street to Queen Street North), as outlined in the City of Kitchener Uniform Traffic
By-law No. 2007-138.
The reconstruction of Otto Street included the installation of two lay-by parking bays on the
north side of Otto Street. The intended purpose of these parking bays is to accommodate
deliveries and short term parking. As such, Transportation Services staff is recommending
that parking be permitted within the two parking bays for a maximum of 15 consecutive
minutes.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1000 and will be charged to the
Otto Street reconstruction project.
COMMUNICATIONS:
This recommendation is supported by Centre in the Square.
