HomeMy WebLinkAbout2013-06-04 HERITAGE KITCHENER MINUTES June 4.2013 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:00 p.m. Present: Mr. G. CSD-13-062 - HERITAGE PERMIT APPLICATION HPA 2013-V-012 - VICTORIA PARK - NEW BUILDING (PUBLIC WASHROOMS) The Committee considered Community Services Department report CSD-13-062, dated May 23, 2013, regarding Heritage Permit Application HPA 2013-V-012, requesting permission to construct a new building to provide public washroom facilities within Victoria Park. In addition, the Committee was in receipt this date of correspondence dated May 31, 2013, from Mr. R. Horne, Commissioner, Planning, Housing, Community Services, Region of Waterloo, in support of HPA 2013-V-012. Mr. P. Simmons, Robertson Simmons Architects,was in attendance in support of HPA 2013-V- 012. In response to questions, Mr. Simmons displayed sample brick, stating that the precise colour will be determined as the project continues. He indicated that the colours and materials have been chosen in an effort to nestle the building into the features of Victoria Park. Mr. S. Burrows requested clarification of the style of the building relative to other buildings in the area. Mr. Simmons responded that the proposed building is a single-storey structure, unlike adjacent houses,which is useful to mitigate the site-line of the building. He stated that a flat roof was considered but negated, as the sloped roof is more in keeping with the neighbourhood. He explained the proposed building is small and rectangular in shape, without a lot of articulation, in order to have the least impact on the attributes and characteristics of Victoria Park. Mr. Burrows commented that the building is being located in a prominent location with an open front and is in plain view, and is not in keeping with the Romanesque style of the Park. Mr. Simmons explained that stylistically, the structure is traditional, with contemporary building material that has the advantages of a longer Iifespan., requires lower maintenance; and, comes within budgetary allotment for the project. On motion by Councillor F. Etherington - it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-V-012 be approved to permit the construction of a new building to provide public washroom facilities within Victoria Park, in accordance with the supporting information submitted with the application; and, That the final building permit drawings be reviewed and heritage clearance provided by Heritage Planning staff prior to the issuance of a building permit." 2. CSD-13-061 - HERITAGE PERMIT APPLICATION HPA 2013-IV-008 -318 DUKE STREET WEST - INSTALLATION OF ROOFTOP SOLAR PANELS The Committee considered Community Services Department report CSD-13-061, dated May 24, 2013 regarding Heritage Permit Application HPA 2013-IV-008, requesting permission to install a solar panel array on the south-facing rooftop of the building municipally addressed 318 Duke Street West. Mr. C. Mahood reviewed the report, advising that the proposal to install solar panels will involve reshingling of the roof with asphalt shingles and installation of 39 black-on-black modules on a black aluminium racking system. He stated that it is the opinion of Heritage Planning staff that the HPA meets standard guidelines, as it is hidden by the parapet wall and HERITAGE KITCHENER MINUTES JUNE 04. 2013 -21 - CITY OF KITCHENER does not obscure heritage attributes. He added that the colour and shape of the panels will match the roof surface, with the installation on the same angle and set back from the edge of the roof. Mr. B. Bee, Applicant, was in attendance in support of HPA 2013-IV-008. In response to questions, Mr. Bee stated that the adjacent property is a separate parcel under common ownership. On motion by Ms. B. Glenn-Graham- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-IV-008 be approved to permit the installation of a solar panel array on the south-facing roof of the building municipally addressed 318 Duke Street West, in accordance with the supporting information submitted with the application; and, That the final building permit drawings be reviewed and heritage clearance provided by Heritage Planning staff prior to the issuance of a building permit." 3. CSD-13-064 - HERITAGE PERMIT APPLICATION HPA 2013-IV-009 - ALTERATION OF SCHOERG BARN FOUNDATION The Committee considered Community Services Department report CSD-13-064, dated May 28, 2013 regarding Heritage Permit Application HPA 2013-IV-009, requesting permission to rehabilitate the barn foundation and improve the landscape at the property legally described as Part of Lot 11 Beasely's Broken Front Concession and Part 2 of Reference Plan 58R-16275. Ms. M. Drake presented the report, advising that the Schoerg Barn Foundation is one of two historic field stone foundations located immediately east of Pioneer Memorial Tower. The subject application is for the Schoerg Barn Foundation located adjacent to the Betzner Barn, which was rehabilitated in 2010. She clarified that both sites have been acquired by the City of Kitchener, with the subject proposal to include rehabilitation of the fieldstone foundation and silo, and to improve the surrounding landscape in a similar manner to the rehabilitation of the Betzner Barn foundation. Mr. K. Post was in attendance to present the proposal for the rehabilitation for the Schoerg Barn Foundation. He presented 3-D visual illustrations of the Schoerg Barn Foundation restoration and site landscaping, advising that the proposal involves: repointing and capping of the foundation; installation of a railing; restorative features for the window openings; clearing and grading of the land; creating an accessible walkway from the street; and, installation of interpretive panels. He indicated that there is a significant grade located behind the structure, where a retaining wall will be constructed, as well as a Page Wire railing to ensure safety. In response to questions, Mr. Post advised that the cistern and concrete manger are being removed as they are not culturally significant because their dates of construction are contemporary. He indicated that the concrete pad will be removed due to deterioration which has caused accessibility issues and presents a safety hazard. Ms. Drake elaborated that although the silo was constructed after the barn, it is a cultural element significant to the site and will be restored and preserved. On motion by Mr. S. Burrows- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-IV-009 be approved to permit the rehabilitation of the barn foundation and improvements to the landscape at the property legally described as Part of Lot 11 Beasley's Broken Front Concession and Part 2 of Reference Plan 58R-16275 in accordance with the plans and supporting information submitted with the application." HERITAGE KITCHENER MINUTES JUNE 04. 2013 -22 - CITY OF KITCHENER 4. CSD-13-059 - HERITAGE PERMIT APPLICATION HPA 2013-IV-010 - 35 GORDON AVENUE - ALTERATION OF GARAGE The Committee considered Community Services Department report CSD-13-059, dated May 15, 2013 regarding Heritage Permit Application HPA 2013-IV-010, to permit alterations to the existing garage and replacement of windows on the house located at 35 Gordon Avenue. Mr. L. Bensason reviewed the report, stating that the property is designated under Part IV of the Ontario Heritage Act. He advised that the Applicant is seeking permission for alterations to the garage including: replacement of the garage door; the creation of a new window opening; installation of a window on the west elevation of the garage; installation of a vent on the north slope of the garage roof; and, the replacement of the two basement windows on the house. He noted that the property is heavily wooded and the subject alterations would not likely be seen from the street or by adjacent property owners. On motion by Ms. B. Glenn-Graham- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-IV-010 be approved to permit replacement of the garage door; the creation of a new window opening; the installation of a window on the west elevation of the garage; the installation of a roof vent on the north slope of the garage roof; and, the replacement of two basement windows on the property municipally addressed 35 Gordon Avenue, in accordance with the supporting information submitted with the application." 5. CSD-13-063 - LISTING OF NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE OR INTEREST ON THE MUNICIPAL HERITAGE REGISTER - 91 SCOTT STREET The Committee considered Community Services Department report CSD-13-063, dated May 21, 2013 recommending listing the building located at 91 Scott Street on the Municipal Heritage Register as a non-designated property of cultural heritage value or interest. Ms. Drake presented the report, advising that the 4-step listing process for 91 Scott Street has been undertaken and has reached Step-3. She explained that Step-3 involves review of the merits of the property, in conjunction with consideration of any comments provided by the owner, in determination of a recommendation to Council to list the property on the Municipal Heritage Register as a non-designated property of cultural heritage value or interest. Ms. M. Drake stated that the subject property is a 19th century residential building located at the southeast corner of Scott Street and Pearl Place. She indicated that the property is located directly across from 87 Scott Street, which mirrors the subject property identically. She referred to a Heritage Impact Assessment, prepared by Mr. Christopher Andreae of Historica Research Limited, dated December 2005, which indicated both 87 and 91 Scott Street have associative heritage value. She noted that 87 Scott Street was listed on the Municipal Heritage Register as a non-designated property by Council on June 28, 2010. On motion by Ms. E. Rudland - it was resolved: "That pursuant to Section 27 of the Ontario Heritage Act, 91 Scott Street be listed on the Municipal Heritage Register as a non-designated property of cultural heritage value or interest, in accordance with the Statement of Significance attached as Appendix 'A' to Community Services Department report CSD-13-063." 6. HERITAGE CONSERVATION DISTRICT SIGNAGE Mr. L. Bensason addressed the Committee advising of recent consideration related to updating signage within Heritage Conservation Districts (HCD's). He advised that there are current guidelines and policies in place for signage, to promote and brand HCD's. He referred to the Victoria Park HCD which was established in 1996, and has since had logo signage installed at prominent locations and corners within the District. HERITAGE CONSERVATION DISTRICT SIGNAGE (CONT'D) been approved, more representative logos have been developed. Recently, the Upper Doon HCD and St. Mary's HCD logo signage has been installed. He advised that the Civic Centre HCD is the most recent to be approved and ideas for logos are being considered. Mr. Bensason advised that staff has met with the Old Berlin Town Neighbourhood Association (OBTNA) to discuss possible logos for the Civic Centre HCD. He displayed an image of a potential logo to the Committee, reflective of the common architectural style of the neighbourhood. The illustration depicted an attic gable roof and historic globe light standard capturing the character of the Civic Centre HCD, in buff yellow/cream, to represent the prominent yellow brick in the area. He stated that there have been additional discussions with the OBTNA regarding signage for being the successful Festival of Neighbourhoods Grant winner to commemorate the naming of the neighbourhood association. He stated that the latest proposal includes a permanent fixture which may be side-by-side with HCD logo signage. He added that at this time the ideas are being put forward for the Committee's input, as approval is not required, and work may commence during the summer months. Ms. Laura Goreman and Ms. Donna Kuehl, Old Berlin Town Neighbourhood Association, were in attendance to answer questions. In response to questions, Mr. Bensason advised that it is the practice of staff to work with neighbourhood associations to determine a logo representation of the HCD. He stated that the objective is to have the signage at prominent intersections and entrances into the HCD; and, to visually align a prominent street within the area. He noted that the number of signs vary from district to district due to the geographical size of the area. Ms. L. Goreman responded to questions, stating that the two signs are distinctly different as they signify separate concepts. She clarified that the OBTNA signage represents the neighbourhood association and its residents and will not contain a graphic, so as to compliment the HCD logo. She stated that they have worked closely with the City to balance interests. 7. MIKE WAGNER HERITAGE AWARDS The Committee was in receipt of the 2013 Mike Wagner Heritage Award applications for the following properties: 17 Schneider Avenue; 51 Breithaupt Street (Breithaupt Block); 112 Benton Street (Arrow Lofts); Joseph Schoerg Crescent (Betzner Barn); 99 Strange Street (St. John's Catholic School); and, 34 Mansion Street. Ms. M. Drake advised that the Mike Wagner Heritage Awards are given every two years in conjunction with the Urban Design Awards and noted that nominations are put forward under one of the following three categories: 1. Preservation/Restoration of Cultural Heritage Resources 2. Rehabilitation/Adaptive Reuse of Cultural Heritage Resources 3. Individual Contributions to the Field of Heritage Conservation Ms. Drake then presented each application and reviewed the materials submitted in support of those properties nominated for the 2013 Awards, noting that all nominations for 2013 are under the Rehabilitation/Adaptive Reuse of Cultural Heritage Resources category. On motion by Mr. S. Thomson - it was resolved: "That the following properties receive 2013 Mike Wagner Heritage Awards: Rehabilitation/Adaptive Reuse Awards: 27 Schneider Avenue 51 Breithaupt Street(Breithaupt Block) 112 Benton Street(Arrow Lofts) 34 Mansion Street." WORK PLAN DISCUSSION The Committee was in receipt this date of the 2011/2012 Heritage Kitchener Work Plan for reference in considering the Work Plan for the current term. Mr. L. Bensason encouraged the Committee to consider goals and objectives outside of the core areas of business for inclusion into the Work Plan. He indicated that once the summer recess has passed, the Work Plan will be drafted by staff and brought to Council for approval with input from the Committee. 9. REVIEW OF THE ARCHITECTURAL STYLES FOUND IN KITCHENER The Committee was in receipt this date of training materials related to architectural styles in demonstration throughout the City of Kitchener. Mr. C. Mahood lead the training, advising of local prominent architectural styles. He indicated that Field Teams can refer to the material for use in the evaluation of properties for potential listing on the Municipal Heritage Register. 10.
