REPORT: Compass Kitchener plays a number of roles related to the City’s strategic plan; facilitating conversation and knowledge exchange with the community, determining the community’s priorities for the future and conveying them to Council, monitoring and providing comment on the municipality’s realization of the citizens’ vision and goals, and in some cases assumes responsibility for the completion of certain initiatives. The specifics have been laid out in the attached 2013-2014 Work Plan, with priority consideration to the following: The public roll-out of the 2011-2014 Strategic plan – preparing communication materials to help the community understand how the current strategic plan affects them and supporting staff in presenting to all Advisory Committees and the general public. The report card – providing a status report on the progress of priorities, to council and other citizens (note: the committee is currently reviewing the process and metrics being measured in the report card [see below] and will speak briefly to that as part of their work plan presentation). Community Consultation – preparing for the next broad community consultation to determine community priorities and strategic directions for the next four year term of council. Youth/Student Outreach – working with partners to develop new approaches for engaging youth in municipal affairs. Voter Turnout – investigating strategies/models specifically to increase voter turnout for municipal elections and generally to increase citizen engagement in municipal decision- making. Joint Advisory Committee meetings – bringing Advisory Committees together to share work plans, training, strategy development etc. 4 (b) - 1 Working task groups have been identified to move forward on action items related to the above work-plan priorities. Review of the Report Card Process Annually, Compass Kitchener publishes a report card that evaluates the city and council’s success at working towards the strategic directions outlined in the strategic plan. This year, a report card will not be published, but rather the sub-committee will focus on reviewing and updating the report card process. The general goal of the update is to further refine indicators which measure the strategic directions. More specifically, the intent is to develop a more efficient and commonly understood process of collecting and measuring data, as well as determining indicators which includes the perspectives of a wider variety of staff, advisory committees and council. The sub-committee is well through this review process, have developed a draft of the indicators for each of the strategic directions; have met with all advisory committees for review, comment and any changes, and is currently meeting with staff for their input. Once this review has been completed, the indicators will be reviewed by Compass Kitchener and finally brought forward to council for approval. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Compass Kitchener’s primary role and responsibility is in support of the City’s Strategic Plan and, in particular, the development and monitoring of the achievement of the Community‘s vision, priorities and strategic focus as a means of attaining the vision. In addition, ‘projects’ are chosen based on fit with and priority in relation to that plan and its community engagement mandate. In the current work plan, Compass Kitchener work supports the areas of Leadership and Community Engagement, Diversity and Quality of Life. FINANCIAL IMPLICATIONS: Financialand staff resources for the above noted initiatives are available as part of the ongoing operating budget associated with the activities of Compass Kitchener. In addition, the City benefits from the added resources of a Masters of Social Work Intern(s) on an annual basis. COMMUNITY ENGAGEMENT: Compass Kitchener’s work is firmly grounded in the intent, findings and subsequently developed goals and strategies for attaining the vision citizens’ expressed through a citizen survey and the subsequent public consultation entitled Who are you, Kitchener?. In addition, efforts will draw upon community expertise and engage members of the public beyond committee membership and/or partner, as required.
