BACKGROUND: This proposal is based on fixed unit prices on an estimated representative sampling of components and services used over the last year and actual spend will depend on the level of activity throughout the term of the contract. The Community Services Department requires a variety of fencing types to be supplied and installed in various forms throughout the City each year. From fencing that delineates property boundaries to all types of sports field chain link fencing to environmental silt control and tree protection fencing, the City requires the services of a contractor that specializes in this work and provides efficient and cost effective service throughout the year at a large number of different work locations across Kitchener. The City does not have the staff resources or specialized equipment for this type of volume work to be executed on a regular basis by City of Kitchener forces. The annual estimated spend per year, over the previous three (3) years, was $104,836.16. REPORT: Proposals were advertised publicly in on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Proposed documents were downloaded by thirteen (13) interested parties, and by the closing date of Thursday May 30, 2013, two (2) proposals had been received. 1 ii) - 1 The proposals were reviewed by M. Parris, Landscape Architect, who concurs with the above recommendation. The following proposals were received: 1077860 Ontario Inc. O/A Town & Country Fencing Ariss, ON 2219452 Ontario Inc. O/A Imperial Fencing Brantford, ON Pricing has increased 9.8% over the previous contract. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from various capital and operating accounts. COMMUNITY ENGAGEMENT: Potential vendors are informed of bid opportunities through the public posting of bid documents as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are informed of purchasing recommendations to Council through the public reports which are included with the Council agenda the week prior to the Council meeting.
