RECOMMENDATION:
That Expression of Interest E13-046 – Consultant Services – Rehabilitaiton of Watermains on
Conestoga-
Selected Streets using Trenchless Technology (Structural Reline), be awarded to
Rovers & Associates, Waterloo, Ontario
at their estimated fee of $103,400., including
contingencies of $9,400., plus H.S.T. of $13,442., for a total of $116,842., based on a
satisfactory contract being negotiated and an upset fee being established.
BACKGROUND:
The Expression of Interest was to provide engineering services for the design, contract
administration and inspection for the watermain relining of approximately 1.7km of watermain
using structural cured-in-place pipe relining. Candidates for relining are roads where the
watermain is in poor condition, however the other infrastructure (storm and sewer) are in good
condition. The streets are not candidates for triple-funded full reconstruction. The following
preliminary streets have been identified but are to be confirmed based on the consultant cost
estimate, available budget and other factors which may arise during the design phase:

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of A. Mick, Utilities Water Engineer, B. Bishop, Design and Construction Project
Manager, Engineering Services, and L. Gordon, Director of Supply Services.
Three (3) consulting firms were invited to provide Expression of Interests, and by the closing
date of May 14, 2013, three (3) responses had been received.
The review committee met on Friday, May 31, 2013 to review the submissions. The Committee
elected to award the project to Conestoga-Rovers & Associates, Waterloo, Ontario.

FINANCIAL IMPLICATIONS:
The net cost for this expression of interest (A), is fair and reasonable for a project of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding for this
project is included within the approved capital budget. The estimated surplus (E) will remain within
the account to fund future phases of the project.

Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
