ENCROACHMENT AGREEMENT REQUEST – ROGERS
UNDERGROUND FIBRE OPTIC CABLE UNDER
WALKING TRAIL BETWEEN MANITOU DR. AND
WABANAKI DR.
RECOMMENDATION:
“That the Mayor and Clerk be authorized to execute an Encroachment Agreement,
satisfactory to the City Solicitor, with Rogers Communications Inc. for proposed
underground fibre optic cable under the walking trail between Manitou Dr. and Wabanaki
Dr. at a depth of approximately .9m to 2m for a length of approximately 780m, on City
parkland (PIN 22594-0018).”
BACKGROUND:
Rogers Communications Inc. has requested permission to install fibre optic cable under an
existing walking trail that runs between Manitou Dr. and Wabanaki Dr. in the Schneider Creek
Manitou Greenway/Natural Area. The current location of Rogers’ infrastructure is required to
be relocated due to the upcoming rapid transit and Manitou Dr. road widening. As the current
infrastructure is located in the Region’s right of way and the City’s right of way, no
encroachment agreement was required.
REPORT:
Rogers Communications Inc. would like to install fibre optic cable under an existing walking trail
that runs between Manitou Dr. and Wabanaki Dr. in the Schneider Creek Manitou
Greenway/Natural Area. The proposed directional bore will be approximately 780m in length at
a depth of approximately .9m and a depth of approximately 2m at the proposed Strasburg Rd.
extension. The bore will contain 4-100mm ducts.
Rogers is requesting this encroachment in order to meet timelines for the relocation of
infrastructure resulting from the upcoming rapid transit and Manitou Dr. road widening. Rogers
is anticipating the proposed location will assist in reducing service interruptions to thousands of
customers. Attached is a drawing illustrating the proposed location of the fibre optic cable.

FINANCIAL IMPLICATIONS:
The application fee will be paid in accordance with the City’s fee schedule. The minimum
encroachment fee of $300/year and the agreement processing fee will also be applicable if
Council authorizes this agreement.
COMMUNITY ENGAGEMENT:
Community engagement is not necessary for this process. Internal staff and the Grand River
Conservation Authority have been circulated for their comments and/or approval.
CONCLUSION:
Support for legalizing the proposed fibre option cable encroachment has been received from the
appropriate staff and the GRCA, therefore, it would be in order to authorize the execution of an
encroachment agreement with Rogers Communications Inc. for the proposed encroachment.
