REPORT NO.:
FCS-13-114
SUBJECT:
MINOR AMENDMENTS TO CHAPTER 408 (ANIMALS-
REGULATION) AND CHAPTER 530 (DOGS)
RECOMMENDATION:
“That a by-law be enacted to implement minor amendments to City of Kitchener
Municipal Code Chapter 408 (Animals-Regulation); and,
That a by-law be enacted to implement minor amendments to City of Kitchener Municipal
Code Chapter 530 (Dogs); and further,
That the by-law be given first and second readings.”
BACKGROUND:
Chapter 408 (Animals-Regulations) of the City of Kitchener Municipal Code regulates animals
other than dogs over the age of 12 weeks. Chapter 530 (Dogs) of the City of Kitchener
Municipal Code regulates dogs in the City.
REPORT:
A minor spelling error in section 408.2.10(g) has been identified. The Humane Society has also
changed the boarding fee amount charged for animals and dogs. In accordance with the
contract with the Humane Society, the Humane Society can charge a reasonable amount for
boarding fees as determined by the Humane Society. Therefore, amendments to Chapter 408
and Chapter 530 are required. These amendments will not change the intent of the by-laws
approved by Council.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Efficient and Effective Government – Customer Service
FINANCIAL IMPLICATIONS:
The contract with the Humane Society sets out that the Humane Society is entitled to keep any
fee charged for the impounding or boarding of any dog or animal from Kitchener. The City does
not receive revenue for any impound or boarding fees the Humane Society collects, therefore,
there are no financial implications for the City.
