October 9, 2012 CITY OF KITCHENER
Cycling Advisory Committee met on this date commencing at 4:10 p.m.
Present: Ms. M. Sehl (Chair), D. Class, M. Boos, P. Dedes, P. Walberg, Y.

1. APPROVAL OF MINUTES OF THE MEETING OF September 11, 2012
That the minutes of the September 11, 2012 meeting be approved.

2. THE GLOBAL CYCLING MOVEMENT DISCUSSION
J.Joseph introduced a new agenda item that would provide an opportunity for
committee members to share local and global cycling related stories, initiatives
and successes at each committee meeting. J.Joseph stated that the intention is
to motivate and inspire committee members to continue to think creatively when
advising on cycling matters in Kitchener. J. Joseph will have a video prepared to
share for the next meeting.
3. TRAIL BY PIONEER TOWER UPDATE
Y. Fernandes sought feedback from committee members on the safety
conditions of the trail by Pioneer Tower. Committee members familiar with the
trail expressed concern over the gate's narrow opening at the base of the trail. In
addition, some committee members expressed concern over the speed hump,
stating that this could be a safety hazard for cyclists traveling downhill. W. Sleeth
noted the concerns and stated that he would investigate the trail with the
committee's concerns in mind.
4. BRIEF UPDATE ON CAC'S 5 PRIORITY PROJECTS
J. Joseph and W. Sleeth updated the committee on the CAC's 5 priority projects
for the current year, provided in further detail below.
Wilson Avenue: Trail improvements are scheduled to be completed by the end of
October. P. Dedes asked if the committee needed to be consulted on any of the
designs. W. Sleeth stated that the design standards have been set. No parking
signage is to be added to the trail entrances to discourage vehicles from blocking

the entry points. The surface of the trail will be paved and granular in certain
sections.
Margaret Avenue: The report to Community and Infrastructure Services
Committee passed and a service request has been submitted. The cycle lanes
will be installed before winter.
CMP Sign Pilot Project: The locates for the signs have been identified, and a
service request has been submitted. Due to a high volume of requests from the
sign shop, the signs will be installed in Spring 2013.
Iron Horse Trail Rail Crossing: M. Parris and W. Sleeth stated that the recent
media coverage over the delay of the construction has put pressure on CN Rail
to quicken the process. However, the agreement is still being reviewed by CN's
legal group.
Nyberg Contraflow: Staff is reassessing the feasibility of a contraflow bicycle lane
on Nyberg through conversations with the Region of Waterloo and the City's
legal department. A temporary solution has been addressed through the CMP
Sign Pilot Project by redirecting cyclists down Bedford Road to Sydney.
5. DISCUSSION ON THE CAC'S MANDATE
W. Sleeth informed the committee of Clerk's differing interpretation of the
recommendation to review the CAC's mandate, as outlined in the Multi -use
Pathways and Trails Master Plan. Clerk's has assumed that the incoming
committee will make the recommendation to Council regarding the mandate.
Therefore, all applicants to the committee applied to the current Cycling Advisory
Committee mandate. However, W. Sleeth suggested that the committee proceed
with a decision on the mandate. J. Joseph stated that any recommendations
would be forwarded to the Nominating Steering Committee for consideration as
they choose new members. After some discussion, the following motions were
made:
MOTION: That the Kitchener Cycling Advisory Committee recommends an
expansion of its mandate to include both the Council approved Cycling
Master Plan and the Council approved Multi -use Pathways and Trails
Master Plan."

MOTION: That the Kitchener Cycling Advisory Committee membership
reflects this expanded mandate by selecting 2 -3 members with interests in
trails and pathways."
Motioned by: D. Class
Seconded by: P. Walberg
Motion carried.
6. REPORT CARD TO COUNCIL
P. Walberg presented a revised version of the report card, compiled by an ad-
hoc working group of committee members, which followed the original framework
but included definitions of categories, grading criteria, and a detailed list of work
completed throughout the year. D. Class also presented a revised version of the
report card which included additions outside of the original framework. It was
discussed that the report card should remain as a single page, with additional
pages being provided as an appendix. After some further discussion regarding
the report card and scoring process, the following motion was made:
MOTION: That the Kitchener Cycling Advisory Committee accepts the
revised report card proposed by the ad -hoc working group, with committee
members utilizing this version for the grading process.

Motion carried.
P. Walberg suggested that the report card be distributed internally to staff so that
all relevant projects are included. J. Joseph confirmed that the final version of the
report card would be distributed to committee members by Friday, October 12,
2012, with the final results being discussed at the November committee meeting.
7. IDENTIFYING CAC PRIORITIES FOR 2013
Due to time constraints, the committee agreed to address this agenda item at the
November meeting.
