HomeMy WebLinkAbout2012-11-13CYCLING ADVISORY COMMITTEE MINUTES November 13, 2012 CITY OF KITCHENER Cycling Advisory Committee met on this date commencing at 4 :10 p.m. Present: Ms. M. Sehl (Chair), D. Class, M. Boos, P. Dedes, P. Walberg, Y. Fernandes, B. Laube, M. Arges, S. Burek, B. Forwell (Vice- Chair) Staff: J. Joseph (Committee Administrator), W. Sleeth, M. Parris 1. APPROVAL OF MINUTES OF THE MEETING OF October 9, 2012 That the minutes of the October 9, 2012 meeting be approved. Motioned by: Mr. P. Dedes Seconded by: Mr. M. Arges 2. UPDATE ON CAC'S 5 PRIORITY PROJECTS J. Joseph and W. Sleeth updated the committee on the CAC's 5 priority projects for the current year, provided in further detail below. Wilson Avenue: W. Sleeth notified the committee that work on the Wilson Avenue trail had not been completed as scheduled. W. Sleeth said he would follow up regarding the status of this work and ensure it is completed before winter. Margaret Avenue: J.Joseph provided the update that the Margaret Avenue bicycle lanes were painted and signs would be being installed in November. CMP Sign Pilot Project: The locates for the signs have been identified, and a service request has been submitted. Due to a high volume of requests from the sign shop, the signs will be installed in Spring 2013. Iron Horse Trail Rail Crossing: M. Parris and W. Sleeth stated that the recent media coverage over the delay of the construction has put pressure on CN Rail to quicken the process. However, the agreement is still being reviewed by CN's legal group. Nyberg Contraflow: J. Joseph stated that the Highway Traffic Act lacks clear legislative framework for contra -flow bicycle lanes and must be updated before the City of Kitchener considers installing contra -flow bicycle lanes. Other municipalities are seeking clarification on contraflow bicycle lanes from the Ministry of Transportation, which highlights the need across Ontario for the Highway Traffic Act to be updated to clearly permit this type of cycling infrastructure. THE GLOBAL CYCLING MOVEMENT DISCUSSION J.Joseph incorporated this discussion into the following agenda item, ` Sharrows, Bicycle Parking, and Public Art in Downtown Kitchener'. 4. SHARROWS, BICYCLE PARKING, AND PUBLIC ART IN DOWNTOWN KITCHENER J. Joseph gave a brief presentation of some internal initiatives being explored which would increase the profile of cycling in Kitchener's downtown core. Bicycle corrals with a public art component were discussed, as well as sharrows and /or super - sharrows on King Street, between Francis Street and Madison Avenue. Another initiative discussed was a bicycle rack request program, where individuals, businesses, and schools could request bicycle racks where most needed. The intent of the presentation was to solicit committee feedback and determine if these initiatives aligned with the committee's 2013 priorities. 5. REPORT CARD AND PRESENTATION TO COMMITTEE The report card and presentation to the Community and Infrastructure Services Committee was reviewed and discussed by committee members. M. Sehl delivered the draft powerpoint presentation to the committee, and committee members suggested minor changes related to content, formatting, and pictures. The report card, prepared by an ad hoc working group of committee members, was scored using three methods: mean, median, and mode. After some discussion, the following motion was made: MOTION: That the mean score be used when delivering the results of the 2012 KCAC Report Card to the Community and Infrastructure Services Committee. Motioned by: P. Dedes Seconded by: B. Laube 6. IDENTIFYING CAC PRIORITIES FOR 2013 The majority of committee members identified their top priorities for 2013 in a Google Document file. These priorities were summarized by M. Sehl and the most common priorities identified were reviewed by committee members. After some discussion, 5 priorities were identified and the following motion was made: MOTION: That the Kitchener Cycling Advisory Committee identifies the following 5 priorities to be completed in 2013, as well as completing the outstanding 2012 priorities: CYCLING ADVISORY COMMITTEE MINUTES November 13, 2012 CITY OF KITCHENER 1. Advocacy: Iron -Horse Trail crossing improvements 2.Safety Upgrade: All trail crossings with roadways 3.Cycling Culture: Bicycle - Friendly Downtown Initiatives 4.Trail Improvement: Manitou - Wilson Upgrade 5.Community Engagement: Bicycle Rack Request Program Motioned by: P.
