Tarling, Director of Legislated Services/City Clerk, 2809 PREPARED BY: Patricia Harris, Manager of Licensing, 7854 WARD(S) INVOLVED: 9 DATE OF REPORT: August 1, 2013 REPORT NO.: FCS-13-128 SUBJECT: SOCIAL GAMING EVENT – BETH JACOB CONGREGATION – OCTOBER 2, 2013 RECOMMENDATION: That the City of Kitchener has no objection to a Provincial Lottery Licence being issued to the Beth Jacob Congregation to conduct a social gaming event at the Beth Jacob Synagogue, 161 Stirling Avenue South, Kitchener, on October 2, 2013. BACKGROUND: Provincial Regulations require that Social Gaming Events must be approved by Council before a Provincial Lottery licence will be issued by the Alcohol and Gaming Commission of Ontario (AGCO). REPORT: A request has been received from the Beth Jacob Congregation for permission to hold a social gaming event on October 2, 2013 at the Beth Jacob Synagogue, 161 Stirling Avenue South, Kitchener. A social gaming event is a lottery event conducted as a secondary or complementary component of a social occasion such as a dinner or a dance that is sponsored by the licensee of the Social Gaming Event. This event will include blackjack tables, a wheel of fortune and a raffle. The proceeds from the Social Gaming Event will be donated to Beth Jacob Synagogue, St. Mary’s Hospital and Grand River Hospital. Similar requests by the Beth Jacob Congregation have been approved by Council for the past several years. There have been no complaints or concerns with the organization holding the event. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority – Diversity 1 - 1 The City wants to provide a community that acknowledges and embraces ethnic, cultural and social differences. FINANCIAL IMPLICATIONS: None COMMUNITY ENGAGEMENT: The community has been informed of this report and recommendation by virtue of the public posting on the City’s website the week prior to the meeting.
