RECOMMENDATIONS:
That on-street parking be permitted on the north side of Theresa Street from Jubilee Drive
to Victoria Street South for a maximum of two (2) consecutive hours 8 a.m. - 6 p.m., Monday
to Friday, and further;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the existing
parking regulations on Theresa Street between Jubilee Drive and Victoria Street South.
The request cited that the existing parking regulation is inconvenient for residents and their
visitors during the weeknights and weekends.
REPORT:
At the present time, on-street parking is permitted on the north side of Theresa Street from
Jubilee Drive to Victoria Street South for a maximum of two (2) consecutive hours, Monday to
Friday, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
In order to address this request, Transportation Services sent a survey letter, dated May 14,
2013, to the affected residents of Theresa Street, proposing to permit parking on the north side
of Theresa Street from Jubilee Drive to Victoria Street South, for a maximum of two (2)
consecutive hours, 8 a.m. - 6 p.m. Monday to Friday. The survey results are as follows:

In favour of permitting parking on the north side of Theresa Street
between Jubilee Drive and Victoria Street South for a maximum of
two (2) consecutive hours, 8 a.m. - 6 p.m., Monday to Friday: 11 (84%)
In favour of leaving the current regulation as is: 1 (8%)
Neither for or against: 1 (8%)
TOTAL 13 out of 30 - (43% responded)
Therefore, it is recommended that parking on the north side of Theresa Street be limited to two
(2) consecutive hours 8:00 a.m. - 6:00 p.m., Monday to Friday, while permitting three (3)
consecutive hours of parking outside of these times on evenings and weekends. This parking
regulation revision will help serve the local residents parking needs in a more effective manner.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation for the roadway is $300 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In May 2013, affected residents along Theresa Street were surveyed regarding the proposed
parking changes.
