KITCHENER YOUTH ACTION COUNCIL (KYAC) TREE PRESENTATION
1.
Mr. Alex Enaciun and Ms. Katarina Miliac, Kitchener Youth Action Council (KYAC), presented
the Committee with a tree in appreciation for the City’s ongoing support in assisting KYAC to
achieve their goals of enriching the lives of youth in the community.
CSD-13-079 - NOISE EXEMPTION REQUEST

- OKTOBERFEST EVENTS
The Committee considered Community Services Department report CSD-13-079, dated July
25, 2013 recommending approval of a noise exemption request for K-W Oktoberfest Inc.
On motion by Councillor D. Glenn-Graham -
it was resolved:
“That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to K-W Oktoberfest Inc. for a series of events being held at various clubs
between October 11 and October 19, 2013, as outlined in the letter from K-W
Oktoberfest Inc., dated May 9, 2013, attached to Community Services Department
report CSD-13-079.”
CSD-13-080 - NOISE EXEMPTION REQUEST

- CINEMA UNDER THE STARS
- MCLENNAN PARK
The Committee considered Community Services Department report CSD-13-080, dated July
25, 2013 recommending approval of a noise exemption request for Cinema Under The Stars.
On motion by Councillor D. Glenn-Graham -
it was resolved:
“That an exemption to Chapter 450 (Noise) be granted to the Community Services
Department for the Cinema Under The Stars event to be held at McLennan Park on
September 7, 2013, between the hours of 2:00 p.m. and 11:00 p.m., as outlined in
Community Services Department report CSD-13-080.”
CSD-13-083 - NOISE EXEMPTION REQUEST

- 423 LAWRENCE AVENUE
The Committee considered Community Services Department report CSD-13-083, dated July
25, 2013 recommending approval of a noise exemption request for a special event being held
at 423 Lawrence Avenue.

On motion by Councillor D. Glenn-Graham -
it was resolved:
“That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to Sherry Landry for a special event to be held at 423 Lawrence Avenue on
either August 31 or September 1, 2013, from 3:00 p.m. to 11:00 p.m., as outlined in
Community Services Department report CSD-13-083.”
INS-13-060 - ON-STREET PARKING REGULATIONS

- THERESA STREET
The Committee considered Infrastructure Services Department report INS-13-060, dated July
31, 2013 recommending a parking prohibition for a portion of Theresa Street.
On motion by Councillor D. Glenn-Graham -
it was resolved:
“That the Uniform Traffic By-law be amended to permit on-street parking on the north
side of Theresa Street from Jubilee Drive to Victoria Street South for a maximum of two
(2) consecutive hours 8:00 a.m. - 6:00 p.m., Monday to Friday, as outlined in
Infrastructure Services Department report INS-13-060.”
INS-13-061 - ON-STREET PARKING REGULATIONS

- OTTO STREET
The Committee considered Infrastructure Services Department report INS-13-061, dated July
5, 2013 recommending parking regulations for portions of Otto Street.
On motion by Councillor D. Glenn-Graham -
it was resolved:
“That parking be prohibited at anytime on the north side of Otto Street from Frederick
Street to a point 80 metres west thereof; and,
That parking be permitted for a maximum of 15 consecutive minutes on the north side of
Otto Street from a point 80 metres west of Frederick Street to a point 59 metres west
thereof; and,
That parking be prohibited at anytime on the north side of Otto Street from a point 139
metres west of Frederick Street to a point 46 metres west thereof; and,
That parking be permitted for a maximum of 15 consecutive minutes on the north side of
Otto Street from a point 185 metres west of Frederick Street to a point 20 metres west
thereof; and,
That parking be prohibited at anytime on the north side of Otto Street from a point 205
metres west of Frederick Street to Queen Street North; and further,
That the Uniform Traffic Bylaw be amended accordingly.”
INS-13-066 - SCHOOL TRAFFIC SAFETY

- JEAN STECKLE PUBLIC SCHOOL
The Committee considered Infrastructure Services Department report INS-13-066, dated July
17, 2013 recommending an adult crossing guard assisted school crossing for Jean Steckle
Public School.

On motion by Councillor D. Glenn-Graham -
it was resolved:
“That an Adult Crossing Guard assisted School Crossing be established on Huron Road
at Featherstone Street/Cranshaw Street, as outlined in Infrastructure Services
Department report INS-13-066; and further,
That the 2013 Operating Budget be amended to reflect an over-expenditure of $2,500.”
INS-13-064 - MORRISON ROAD TRAFFIC CALMING

The Committee considered Infrastructure Services Department report INS-13-064, dated July
31, 2013 recommending the installation of various traffic calming measures on Morrison Road.
In addition, the Committee was in receipt this date of email correspondence submitted by Mr.
Justin Readman, Director of Transportation Services as an addendum to Report INS-13-064.
Mr. K. Carmichael presented the report, noting that a site meeting was held on August 7, 2013,
which consisted of staff, a number of area residents and the Ward Councillor. He indicated
that as a result of that meeting a consensus was reached for an amended recommendation
which has been outlined in the addendum circulated by Mr. Readman.
Councillor D. Glenn-Graham left the meeting at this time.
Mr. Roger Lubhaya was in attendance in support of the revised staff recommendation, advising
that he attended the site meeting, expressing agreement with the newly proposed traffic
calming measures.
Mr. Dan Graham addressed the Committee, representing a number of residents from streets
adjacent to Morrison Road. He expressed opposition to staffs’ recommendation, indicating
that the majority of their concerns were in relation to: safety; cost; and, accessibility to
Chicopee Ski Hill.
A motion was brought forward by Councillor B. Vrbanovic to refer consideration of the
recommendation contained in the circulated addendum, to the August 26, 2013 Council
meeting to allow an opportunity for dialogue with the residents on the neighbouring streets.

The following motion was voted on and on a recorded vote, with Mayor C. Zehr and
Councillors B. Ioannidis, S. Davey, K. Galloway-Sealock, B. Vrbanovic, Z. Janecki and Y.
Fernandes and P. Singh voting in favour; and Councillor J. Gazzola voting in opposition.
Councillors F. Etherington and D. Glenn-Graham were absent and accordingly did not vote.
On motion by Councillor B. Vrbanovic -
it was resolved:
“That consideration of the following recommendation contained in Infrastructure
be
Services Department report INS-13-064 pertaining to Morrison Road Traffic Calming
referred to the August 26, 2013 Council meeting
, to allow for an opportunity for
dialogue with the residents on the neighbouring streets that have expressed concerns
with the traffic calming measures purposed for Morrison Road:
“That three (3) speed humps be installed on Morrison Road between Grand River
Boulevard and Sims Estate Drive; and,
That one (1) raised crosswalk be installed on Morrison Road at the trail crossing
between Grand River Boulevard and Quinte Crescent; and,
That one (1) raised crosswalk be installed on Morrison Road in the area of the
Grand River Transit bus stop at the rear of Grand River Hospital, and,

That sidewalk be installed along the frontage of 75, 79 and 83 Morrison Road to
the existing sidewalk on Morrison Road in the rear of Grand River Hospital, and
further;
That sidewalk be installed along the side lot of 80 Morrison Road to the proposed
raised crosswalk near the Grand River Transit bus stop on Morrison Road.”
INS-13-063 - HIGHVIEW - YELLOW BIRCH - GOLDEN MEADOW NEIGHBOURHOOD

- TRAFFIC CALMING REVIEW
The Committee considered Infrastructure Services Department report INS-13-063, dated July
31, 2013 recommending the installation of traffic calming measures on Yellow Birch Drive and
Highview Drive. Mr. K. Carmichael reviewed the report.
Councillor D. Glenn-Graham re-entered the meeting at this time.
On motion by Councillor B. Ioannidis -
it was resolved:
“That two (2) speed humps be installed on Highview Drive between Driftwood Drive and
Ira Needles Boulevard; and,
That two (2) speed humps be installed on Yellow Birch Drive between Driftwood Drive
and Ira Needles Boulevard; and,
That one (1) raised crosswalk be installed on Highview Drive at the hydro corridor
between Bent Willow Drive and Sugar Maple Street; and,
That one (1) raised crosswalk be installed on Yellow Birch Drive at the hydro corridor
between Hoddle Crescent and Cedar Crest Street; and,
That one (1) intersection narrowing be installed on Highview Drive at Hickory Hollow
Crescent; and,
That an all-way stop control be installed at the intersection of Highview Drive and
Driftwood Drive; and,
That parking be prohibited on the east side (odd numbered houses) of Highview Drive
from Hickory Hollow Crescent to Hickory Hollow Crescent; and,
That parking be prohibited on the west side (even numbered houses) of Yellow Birch
Drive from Cedar Crest St to a point 115 meters north thereof; and,
That parking be prohibited on the west side (even numbered houses) of Yellow Birch
Drive from Hoddle Crescent (north intersection) to a point 115 meters south thereof;
and,
That parking be prohibited on the west side (even numbered houses) of Yellow Birch
Drive from Golden Meadow Crescent to a point 35 meters north thereof; and,
That a centerline be installed on Highview Drive through the curve located between
Hickory Hollow Crescent and Hickory Hollow Crescent, as outlined in Infrastructure
Services Department report INS-13-063; and further,
That the Uniform Traffic By-law be amended accordingly.”
INS-13-068 - SYDNEY STREET SOUTH TRAFFIC CALMING

The Committee considered Infrastructure Services Department report INS-13-068, dated July
19, 2013 recommending the installation of three speed humps and one raised crosswalk on
Sydney Street South. Mr. K. Carmichael reviewed the report.

On motion by Councillor S. Davey -
it was resolved:
“That a series of three (3) speed humps and one (1) raised crosswalk be installed on
Sydney Street South, as outlined in Infrastructure Services Department report INS-13-
068.”
INS-13-062 - LORRAINE AVENUE ROAD DIET

- TRAFFIC AND PAVEMENT MARKING PLAN
The Committee considered Infrastructure Services Department report INS-13-062, dated July
10, 2013 recommending a two-lane reduction road diet and installation of cycling lanes on
Lorraine Avenue. Mr. K. Carmichael reviewed the report.
Councillor Y. Fernandes questioned whether the City could endeavour to install “no parking in
bicycle lanes” signs on Lorraine Avenue. Mr. Carmichael advised that currently the only road
signs that are legally permitted to be installed, are those that have been approved within the
Ontario Traffic Manual. He noted that no approval has been given for a “no parking in bicycle
lanes” sign.
On motion by Councillor S. Davey -
it was resolved:
“That Schedule 1 - No Parking of the Uniform Traffic By-law, be amended to change the
on-street parking regulations for specified sections of Lorraine Avenue, as outlined in
Appendix ‘A’ of Infrastructure Services Department report INS-12-062; and,
That on-street cycle lanes be installed on both sides of Lorraine Avenue from River
Road to Lackner Boulevard; and,
That on-street parking areas be defined through on-road pavement markings; and
further,
That the Uniform Traffic By-law be amended accordingly.”
INS-13-065 - HURON ROAD/STRASBURG ROAD ROUNDABOUT

- UPDATED OPERATIONAL REVIEW
The Committee considered Infrastructure Services Department report INS-13-065, dated July
31, 2013 recommending an intersection pedestrian signal, an off-road multi-use trail and
continued monitoring for the Huron Road / Strasburg Road Roundabout. Mr. K. Carmichael
reviewed the report.
Councillor Y. Fernandes questioned whether staff had considered installing a pedestrian
access between Northbrook Place and Huron Road. Mr. Carmichael acknowledged that a
pedestrian access had not been considered, suggesting staff could investigate whether the
portion of land between Northbrook Place and Huron Road was owned by the City; and would
thereby be eligible to be used as a pedestrian walkway.
On motion by Councillor Y. Fernandes -
it was resolved:
“That Transportation Services staff be directed to continue to provide on-site
educational support at the start of each school year on the safe and proper use of
roundabouts by pedestrians at the Huron Road / Strasburg Road roundabout, in
conjunction with the Waterloo Region District School Board and Huron Heights
Secondary School, as outlined in Infrastructure Services Department report INS-13-065;
and,
That an Intersection Pedestrian Signal (IPS) be installed on Huron Road at
Templewood Drive; and,

That an off-road multi-use trail for both pedestrians and cyclists be implemented on the
east side of Huron Road between Strasburg Road and Battler Road; and,
That staff continue to monitor operations at the Huron Road / Strasburg Road
roundabout; and further,
That staff continue to work with the Region of Waterloo on Region-wide roundabout
safety initiatives.”
The Committee then recessed at 3:56 p.m. and reconvened at 4:06 p.m. Chaired by Councillor B.
Ioannidis, with all members present except Councillor F. Etherington.
INS-13-034 - 2012 STORMWATER AUDIT RESULTS

The Committee considered Infrastructure Services Department report INS-13-034, dated July
31, 2013 recommending the endorsement of the 2012 Stormwater Audit Results. In addition,
the Committee was in receipt of a report entitled “Stormwater Management Audit: 2012
Monitoring Program” prepared by Aquafor Beech Ltd. dated April 16, 2013. Mr. N. Gollan
reviewed the staff report and introduced, Mr. Dave Maunder, Aquafor Beech Ltd. who
presented the results of the 2012 Stormwater Audit.
Councillor Y. Fernandes requested clarification on staffs’ recommendation and questioned if
the endorsement of the stormwater audit results would effectively approve the purchase of a
second ISCO Sampler at an additional annual cost of $25,000. Mr. Gollan noted that the
endorsement of the report would include approval of the recommendations proposed for the
2013 SWM Audit Program; however, the purchase of a second ISCO sampler would still be
subject to budget approval later this year.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That the 2012 Stormwater Audit Results Report, prepared by Aquafor Beech and
Engineering Services as attached to Infrastructure Services Department report INS-13-
034, be received and endorsed.”
INS-13-070 - WINDSTORM EVENT

The Committee in receipt of Infrastructure Services Department report INS-13-070, dated
August 2, 2013 regarding the impact of the severe summer wind storms experienced by the
thth
City on July 19 and 27, 2013. Messrs. G. Hummel and J. Witmer were in attendance and
responded to questions from the Committee.
A motion was brought forward by Councillor S. Davey to request staff to report back on the
historical frequency and intensity of the summer storms that took place on July 19th and 27th,
2013, including the costs incurred by the City. He added that this information could then be
used to determine whether the existing winter storm budget should be consolidated into a
general storm budget.
On motion by Councillor S. Davey -
it was resolved:
“That staff be directed to report back to a future Community and Infrastructure Services
Committee meeting, on the historical frequency and intensity of the summer storms that
took place on July 19th and 27th, 2013, including the costs incurred by the City, and a
determination on whether the existing winter storm budget should be consolidated into a
general storm budget.”
