Eng., Director Asset Management, 741- 2200 x7416 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: August 16, 2013 REPORT NO.: INS 13 -069 SUBJECT: Completion of Environmental Remediation, Bramm Street Operations Centre and 72 Victoria Street South Parking Lot RECOMMENDATION: "That Council approve the Supplemental Remedial Activities Workplan of $352,000 (excluding HST) as the upset limit for the completion of the environmental remediation of residual hydrocarbon impacts (gasoline related contamination) in the soil and groundwater and completion of a Risk Assessment at the Bramm Street Operations Centre and the parking lot at 72 Victoria Street South, and further, That MTE Consultants be retained and authorized to complete the project." BACKGROUND: On March 27, 2006, Kitchener Council approved a remedial action plan (Report DTS -06 -048) with an upset limit of $300,000 and commenced the remediation of soil and groundwater in the upper portion of the 55 Bramm Street property and within a portion of the north parking lot at 72 Victoria Street South. As part of the 2006 Report, Council also approved retaining MTE Consultants (formerly Frontline Environmental) to manage the project. On September 11, 2006 Council approved an increase in the upset limit from $300,000 to $389,450 (Report DTS -06- 133) to allow for unanticipated, additional work. The origin of the hydrocarbon impacts is not known and is likely a result from historical use at 55 Bramm Street that predates City of Kitchener activities on this property. The contaminants of concern are common constituents of gasoline. The 2006 remedial action plan consisted of excavation, bio - remediation and removal of soil, backfilling with clean soil, installation of injection piping to bio - remediate the groundwater and installation of groundwater monitoring wells. The work was carried out in 2006 and 2007 under a Ministry of Environment Certificate of Approval. Approximately $212,000 of the $389,450 upset limit was spent. The balance was returned to the Environmental Remediation Fund. Since 2007, the remediation operations have ceased and the ownership of the 72 Victoria Street South property has changed hands. 2 -1 REPORT: Periodic sampling of the groundwater monitoring wells in 2011 and 2012 noted there were exceedances of the groundwater standards mainly at the 72 Victoria Street South property. An investigation was conducted in June 2013 on the 72 Victoria Street property to further delineate the remediation work area. The current owner of 72 Victoria Street South property has received all investigative results to date as well as the scope for the proposed Supplemental Remedial Activities Workplan. The 72 Victoria Street property owner is in agreement with the proposed Workplan and looks forward to the City's commitment to complete the remediation of the property. The Supplemental Remedial Activities Workplan includes demolition activities, stripping of the clean soil, excavation and bioremediation of the impacted soils, pump and treat of impacted groundwater, and restoration. Also included is the preparation of a Risk Assessment document to address residual soil and /or groundwater impacts. The proposed Work will be a joint project with City of Kitchener staff /equipment, Groundforce Environmental, Vertex Environmental and MTE Consultants Inc. The proposed Work will be carried out and the project completed under the supervision of MTE Consultants Inc. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The project achieves progress on Community Priority C5 Environment. "Our shared vision is for Kitchener to be a community that focuses significant energy and resources on becoming more environmentally friendly." FINANCIAL IMPLICATIONS: The project will be funded from the Environmental Remediation Fund. CONCLUSION: Through this project, the City is completing its commitment to the owner of 72 Victoria Street South for the environmental remediation of the property.
