UPPER DOON HERITAGE CONSERVATION DISTRICT
DEMOLITION AND NEW CONSTRUCTION OF A SINGLE
DETACHED DWELLING
RECOMMENDATIONS:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2013-V-016 be approved to permit the demolition of the existing single detached
dwelling and the construction of a new single detached dwelling on the property
municipally addressed as 1209 Doon Village Road, in accordance with the supporting
information submitted with the application and subject to the following condition:
1. That the final building permit drawings be reviewed and heritage clearance
provided by heritage planning staff prior to the issuance of a building permit.
BACKGROUND:
The Community Services
Department is in receipt of Heritage
Permit Application HPA-2013-V-016.
The applicant is seeking permission
to demolish the existing single
detached dwelling and to construct a
new single detached dwelling on the
property municipally addressed as
1209 Doon Village Road.
REPORT:
The subject property is located on the
southeast corner of Doon Village
Road and Wilfong Drive within the

Upper Doon Heritage Conservation District. The property is currently occupied with a circa 1950s
single storey bungalow and is not Building within the Upper
Doon Heritage Conservation District Plan.
Existing single detached dwelling at 1209 Doon Village Road proposed to be demolished.
The Upper Doon Heritage Heritage Conservation District Plan contains policies with regard to the
demolition of Non-Historic Buildings and for the construction of new buildings within the heritage
district, which includes:
e are few or no complementary architectural or historical features there will
not be a presumption against demolition or building face lift. Where the building detracts
from the overall streetscape composition additional building will be encouraged to reflect
The Upper Doon Heritage Conservation District Plan contains 8 policies that must be considered
when new construction is proposed. The 8 policies address the proposed height, form, roof,
windows, colours, materials, siting, and setback of new construction.
Tha applicant is proposing to demolish the existing c.1950s bungalow and build a new 2 storey
single detached dwelling on the subject property. The new building would be setback
approximately 13.8 metres from Doon Village Road and have arectangular plan of approximately
20 x 14.8 metres. The new building would be clad in a tumbled red brick with vinyl shakes on the
second storey and feature a hipped roof with a gable on the front and rear elevations. A covered
front porch would be located in general alignment with a two car garage. A variety of window styles
are proposed, with most having a vertical orientation and multiple divisions. Colours of materials
are proposed to be in the tan and nutshell tones. Detailed elevations and specifications are

In reviewing the merits of the application, City staff note the following:
the existing c.1950s single detached dwelling is not
building and does not feature complementary architectural or historic features reflective of
the heritage significance of the district;
the proposed height of the new building at 7.65 metres (25 feet) is similar in height to both
historic and non-historic buildings in proximity to the subject property;
the generally rectangular visual form of the new building complements the form of the
historic vernacular building stock within the district, which also features square and
rectangular 2 storey buildings;
the proposed hip and gabled roof complements the medium and steeply pitched roof
patterns of the historic buiding stock in the heritage district;
the placement and proportion of the majority of windows visible from the street complement
the windows of historic building stock and generally feature vertical sash and divided lites;
the use of tan and nutshell colours is sympathetic to the quiet and subtle shades found
elsewhere within the heritage district;
the use of brick as the primary building material is typical of material used within the
heritage district, and vinyl cladding to be used on the second story is designed to resemble
cedar shakes;
the proposed siting of the building is in harmony with the size and proportion of the existing
lot; and,
the location of the proposed new building results in maintaining a varied building setback
along Doon Village Road which complements the natural and organic village form of the
heritage district.
As a result, Heritage Planning staff are of the opinion that the demolition of the existing single
detached dwelling and construction of the proposed single detached dwelling at 1209 Doon Village
Road, will not impair or negatively impact the significance of the Upper Doon Heritage
Conservation District or the Doon Village Road streetscape.

of the City of Kitchener Strategic Plan by helping preserve and
promoting culture as both an economic driver and a central element of a healthy community.

Heritage Permit Applications also support the Community Priority to honour and
protect our heritage.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
Heritage Kitchener will be consulted regarding the subject Heritage Permit Application.
Members of the community will be informed via circulation of this staff report to Heritage
Kitchener and via formal consideration by City Council.
