HomeMy WebLinkAboutINS-13-074 - On-Street Parking Regulations - Hillcrest Lane REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: September 9, 2013 SUBMITTED BY: Justin Readman, Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 1 DATE OF REPORT: August 7, 2013 REPORT NO.: INS-13-074 SUBJECT: ON-STREET PARKING REGULATIONS - HILLCREST LANE RECOMMENDATIONS: That parking be prohibited at anytime on the north side (odd number side) of Hillcrest Lane from 69 metres east of Hillcrest Court to a point 43 metres east thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Hillcrest Lane between Hillcrest Court and the north terminus retains residential development on both sides of the right-of-way. In response to concerns from local area residents, on-street parking regulations will have to be reviewed. REPORT: Currently on-street parking is permitted on both sides of Hillcrest Lane between Hillcrest Court and the north terminus for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Hillcrest Lane. The request cited concerns of vehicles parking on-street obstructing the safe operation of two-way traffic and emergency vehicle access through the curve in the vicinity of house number 34 and recommended that parking be prohibited at anytime on one side of the road. Residents in the immediate area were surveyed on this proposed parking regulation change in July 2013. The results of the survey are as follows: 1 - 1 PROPOSAL A 2 responses in favour of : Prohibit on-street at anytime on the north side (odd number side) of Hillcrest Lane from 69 metres east of Hillcrest Court to a point 43 metres east thereof. PROPOSAL B 0 responses in favour of : Leave existing on-street parking as is. 2 responses received in total (out of 6 – 33% responded) Based on the results of this survey, Transportation Services is recommending that parking be prohibited at anytime on the north side (odd number side) of Hillcrest lane from 69 metres east of Hillcrest Court to a point 43 metres east thereof. It is anticipated that a loss of approximately four parking spaces will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents were surveyed regarding this proposed parking regulation change through a mail out sent in July 2013.
