HomeMy WebLinkAboutCSD-13-095 - Noise Exemption - Centre in the Square REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: September 9, 2013 SUBMITTED BY: Michael May, Deputy CAO, Community Services (519-741-2200, ext. 7079) PREPARED BY: Shayne Turner, Director of By-law Enforcement, (519-741- 2200, ext. 7753) WARD(S) INVOLVED: 10 DATE OF REPORT: August 28, 2013 REPORT NO.: CSD-13-095 SUBJECT: NOISE EXEMPTION REQUEST – CENTRE IN THE SQUARE RECOMMENDATION: That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to The Centre In The Square for their Bandaloop event to be held on September 13 and September 14, 2013, between the hours of 5 PM and 10 PM each day. BACKGROUND: The Centre In The Square (CITS) is planning to hold a series of outdoor aerial dance th performances on the evenings of Friday September 13 and Saturday September 14, between the hours of 5 PM and 10 PM each evening. As such, they have applied for an exemption from Chapter 450 (Noise). REPORT: This event, known as “Bandaloop” is a free event which is being staged in the staff parking lot, adjacent to the rear of their building. There will be 2 performances each evening, at 6:30 PM and 8:30 PM, with some live music being played before, between and after the performances. The event organizers advise that the live music will be controlled and somewhat subtle versus loud bass being involved. The stage area will be separated from the adjacent residential area along Ellen Street by an existing wall that borders the parking lot and the stage and speakers will be facing out into the open area that faces the City parking lot and federal and Regional office buildings. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This request supports the Community Priorities of Quality of Life, as contained in the City’s Strategic Plan. 2 - 1 FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: The Centre In The Square staff will be notifying the adjacent neighbourhood prior to the event.
