HomeMy WebLinkAboutINS-13-072 - Ardelt Place Snow Dump Facility Lease Renewal REPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: September 9, 2013 SUBMITTED BY: Jim Witmer, Director of Operations, ext. 4657 PREPARED BY: Dan Locke, Manager of Sewers, Traffic & Operational Support, ext. 4517 WARD(S) INVOLVED: Ward 3 DATE OF REPORT: August 6, 2013 REPORT NO.: INS-13-072 SUBJECT: ARDELT PLACE SNOW DUMP FACILITY LEASE RENEWAL RECOMMENDATION: That the Mayor and Clerk be authorized to execute a lease agreement satisfactory to the City Solicitor with the current property owner at 75 Ardelt Place in the City of Kitchener for the use of the lands for the purpose of providing a snow dumping facility for the exclusive use of City staff and their contractors. BACKGROUND: The City of Kitchener, Operations Division currently operates a snow dump facility at 75 Ardelt Place and has been utilizing the site by an agreement since 2007. The lease agreement for this location is up for renewal in August of 2013. Staff is currently in the process of evaluating several other locations as alternative sites. As this evaluation will not be completed for some time, a renewal of the lease agreement for a period of one (1) year is st desired which would then extend the new lease agreement until July 31 of 2014. REPORT: The Operations Division has implemented several snow disposal solutions over the past few years, 75 Ardelt being the primary snow dump location and 55 Bramm Street being the primary snow melting location. A secondary snow dump location is available for City of Kitchener use on Kitchener-Wilmot Hydro lands at Graber Place on an emergency basis. On September 2006 Council approved the purchase of a snow melting machine which in conjunction with the snow dump sites make up the total snow disposal infrastructure available to Operations. Staff has reached an agreement with the property owner at 75 Ardelt Place for a one (1) year lease renewal for a portion of the lands for a snow dump facility beginning in August 2013 and ending in July 2014. 5 - 1 A Phase II Environmental Site Assessment has been completed on the site in accordance with the Ministry of the Environment Guidelines for Snow Disposal and De-icing Operations in Ontario. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative aligns with the Efficient and Effective Government Strategy. The snow disposal strategy incorporates both snow dumps and snow melting locations to minimize costs while maintaining safety levels required to meet provincial minimum maintenance standards for road safety. FINANCIAL IMPLICATIONS: There will be an increase in the monthly lease rate from $2,575 in 2013 to a new lease rate of $2,961.25 per month for August 2013 to July 2014. Operations will fund the additional $386.25 per month increase through the existing city winter budget and the Region Contract. COMMUNITY ENGAGEMENT: N/A CONCLUSION: The snow dump at 75 Ardelt is required for the effective disposal of snow resulting from snow accumulations that the City traditionally experiences through the course of a normal winter. Alternatives are currently being explored both by City staff and Regional staff in an attempt to find a permanent joint solution to snow disposal.
