CSDA3-088 - HERITAGE PERMIT APPLICATION HPA 2013-V-016 - 1209 DOON VILLAGE ROAD - UPPER DOON HERITAGE CONSERVATION DISTRICT - DEMOLITION AND NEW CONSTRUCTION OF A SINGLE DETACHED DWELLING The Committee considered Community Services Department report CSD-13-088, dated August 7, 2013, regarding Heritage Permit Application HPA 2013-V-016, requesting permission to demolish the existing single detached dwelling at 1209 Doon Village Road, and to construct a new single detached dwelling, in its place. Mr. L. Bensason presented the report, advising that a 1950's single storey bungalow currently occupies the property municipally addressed as 1209 Doon Village Road, and is not identified as a `Group A' or Historic building within the Upper Doon Heritage Conservation District Plan. He elaborated that the District Plan contains policies regarding demolition of non-historic buildings, as well as policies for the construction of new buildings within the district. He explained that eight policies must be considered when new construction is proposed within the Heritage District, including: height, form, roof, windows, colours, materials, siting, and setback of new construction. He highlighted the merits of the application, stating that it is within the opinion of Heritage Planning staff that the demolition of the existing building, and construction of the proposed single detached dwelling, will not compromise the Upper Doon Heritage Conservation District, or the Doon Village Road streetscape. He noted the policies have been considered in the following manner: the visual form of the proposed building is complementary with existing buildings in height, plan shape and roof pitch; the placement and proportion of windows generally have an emphasis on vertical sash with divided lights; the proposed colours are of natural shades; brick will be used as the primary building material; and, the siting of the proposed building will contribute to maintaining varied setbacks along Doon Village Road, in compliance with the District Plan. On motion by Councillor F. Etherington - it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-V-016 be approved, to permit the demolition of the existing single detached dwelling and the construction of a new single detached dwelling on the property municipally addressed as 1209 Doon Village Road, in accordance with the supporting information submitted with the application and subject to the following condition: 1. That the final building permit drawings be reviewed and heritage clearance provided by heritage planning staff prior to the issuance of a building permit." 2. CSD-13-094 - HERITAGE PERMIT APPLICATION HPA 2013-IV-020 - 379 GLASGOW STREET - INDIVIDUALLY DESIGNATED PROPERTY - NEW FRONT DOOR The Committee considered Community Services Department report CSD-13-094, dated August 23, 2013, regarding Heritage Permit Application HPA 2013-IV-020, requesting permission to install a new front door on the property municipally addressed as 379 Glasgow Street. Mr. L. Bensason presented an overview of the Heritage Permit Application and report, advising that the subject property is individually designated under Part IV of the Ontario Heritage Act. CSD-13-094 - HERITAGE PERMIT APPLICATION HPA 2013-IV-020 - 379 GLASGOW STREET - INDIVIDUALLY DESIGNATED PROPERTY - NEW FRONT DOOR(CONT'D) Accordingly, this application for an alteration requires consideration by Heritage Kitchener and approval by Council. He indicated that the designating by-law identifies several heritage attributes, including the wood panelled door, which the applicant is proposing to have removed; however, installation of a new wood door of similar design is proposed. He reviewed the merits of the application and advised that Heritage Planning staff is of the opinion that the replacement of the new door would not impair or negatively impact the heritage significance of the property. On motion by Ms.A. Oja- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2013-IV-020 be approved, to permit the installation of a new front door on the property municipally addressed as 379 Glasgow Street in accordance with the supporting information submitted with the application." 3. WORK PLAN DISCUSSION The Committee considered the 2011-2012 Workplan to facilitate discussion and determination of priorities for the 2013-2014 term. Mr. L. Bensason led the discussion advising of core areas of business for Heritage Kitchener and indicated that member should consider other initiatives or projects that they would like to accomplish within their term. Ms. A. Hooykaas suggested strengthening the focus on promoting heritage awareness with new methods of public engagement, such as audio walking tours. Councillor F. Etherington supported the idea, noting that heritage stories could be captured and presented in audio format during a walking tour. Mr. Bensason indicated that this project could be accomplished by a subcommittee. Ms. Hooykaas agreed to communicate details of this initiative in an email before the October 1, 2013 Heritage Kitchener meeting. Ms. A. Oja suggested a joint meeting with heritage committees from area municipalities to explore common activities and projects. Mr. Bensason advised that a revised work plan will be brought to the October 1, 2013 Heritage Kitchener meeting for endorsement, which will include the audio tour project and joint heritage committee meeting. 4. APPOINTMENT TO HERITAGE KITCHENER The Committee was in receipt this date of an application for appointment to Heritage Kitchener under Section 5(c) of Council Policy I-110, Heritage Kitchener Terms of Reference for appointment as a member of the community-at-large. The subject application was circulated in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). Ms. D. Livingstone reviewed the Terms of Reference for the Committee, advising that there is a vacancy due to the resignation of a member of the community-at-large. She noted that Section 5(b) states that appointments shall be based on an applicant's demonstrated interest and participation in heritage matters, academic qualification, work experience, and knowledge and professional expertise. She further added that the Committee's recommendation for the appointment of the interested party would be considered as part of a staff report brought forward for consideration by Council. Thomson - it was resolved: "That Marion Heath be appointed to Heritage Kitchener as a member of the community-at- large for a term expiring November 30, 2014." 5.
