2014 COUNCIL & STANDING COMMITTEE SCHEDULE
RECOMMENDATION:
That the 2014 Meeting Schedule attached to report FCS-13-148, be approved as the 2014
schedule of Council and Standing Committee meetings.
BACKGROUND:
Each year Council adopts a schedule of Council and Standing Committee meetings for the
following year. The schedule ensures at a minimum, a 5 week break during the summer and
that no meetings are scheduled during March Break or in the same weeks as the annual
general meetings of the Federation of Canadian Municipalities (FCM) and Association of
Municipalities of Ontario (AMO). As well, every attempt is made to reflect the schedule of
Regional Council.
REPORT:
Since 2008, the number of committee/council meetings has been 15 and the schedule generally
follows the Region’s schedule. The recurring issue each year is that of the 12 holidays, 6 are on
Monday in 2014. Regional council meets on either Tuesdays (committees) or Wednesdays
(council) and therefore is not impacted by the holiday Mondays. Even still, the Region has not
scheduled meetings during those weeks when the Monday is a statutory holiday. In addition,
the timing of both the FCM and AMO conferences in 2014 will enable the Region to meet those
weeks but will interfere with our schedule. Finally, because 2014 is an election year, our
schedule limits the number of meetings after nomination day in order to minimize exposure to a
potential “lame duck” council but will still allow for one cycle of Standing Committee and Council
meetings in order to attend to Council business. As in previous election years, no meetings will
be scheduled for the month of October leading up to Election Day.
For these reasons, it has been difficult to prepare a schedule that will fully align with the
Region’s. In total, the number of meeting cycles has been reduced from 15 to 13 not including
the Inauguration meeting. 3 Council dates will also include a strategic session, and 4 Council
dates will also include Audit Committee meeting. June has been scheduled for 2 cycles in order
to maximize Council’s ability to attend to business before the summer break.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Communication & Customer Service – establishing a schedule provides the public with
information on when meetings will take place.
Effective & Efficient Government – providing staff with a schedule enables them to better plan
for bringing matters forward to Council.

COMMUNITY ENGAGEMENT:
The approved schedule will be sent to Roger’s Cable for the televised Council meeting dates.
The schedule will be posted on-line in the corporate calendar and will appear in Your Kitchener.
