LRT is a ‘design/build/finance/operate/maintain’ project (the region will enter into an  agreement with a provider to deliver these services for a 30 year term) Name: Ion  39 km in total will be covered.  Light Rail Transit (LRT) will be implemented in two stages.  Stage one: LRT from Conestoga mall to Fairview mall, with 16 stops. o Stage two: Adaptive bus rapid transit (ABRT) extended to SportsWorld and Cambridge o Centre. Priorities for2013:  LRT vehicle procurement o Early utilities work o Public consultation on branding; develop concepts for LRT/ABRT stops o Mitigate impacts on residents, business, and events o Bus services will also be improved (i:express and Grand River Transit); additional service will  be added biennially in the coming years. Transit system will be ‘one fare, one system’ (can transfer to other components of system  without additional fares). Also a ‘Proof of Payment’ system (tickets will be acquired before boarding to streamline boarding/disembarking process) Vehicles will be 100% low floor (no steps) with doors on both sides.  Each train has a capacity of 240, but will operate with 189-210. Trains can be coupled to  double the capacity if necessary. 1 June 2013 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JUNE 18, 2013 CITY OF KITCHENER Service will run every 15 minutes, except every 7.5 minutes in rush hour from 5am to 1am  daily. All intersections and much of King Street will have track embedded into the road. Ballasted  track will be used in lighter traffic areas. In some places, cars may not be able to turn left on the track. Emergency services will be able to preempt the service.  The public is being consulted regarding ‘the look’ of the stops. Goal is for the stops to look  consistent, but to have personality related to the location. Could use art for this purpose. Some spots will be higher profile than others.  Opportunities for art: Anchor walls at the highest priority stops are an opportunity for art.  Or could have performance space, or functional sculpture (benches). Each City will need a plan, and so will the Region. The buffer areas around stops are the responsibility of each municipality (the platforms and any art there are the Region’s responsibility). Will identify the highest priority stops and work on those. Process and budget for art have  not been set. 4.0Central Ontario Musicians Association: Paul Mitchell This community oriented, non-profit organization has existed for 107 years. 425 members;  all paid professionals from Owen Sound to Orangeville to Stratford. Some of its activities include: contract negotiations, works with the symphony and Drayton  festival, acting as a referral service. It’s a union. Does not represent musicians or act as a booking service. Goal: to get musicians working and paid. Many events are co-sponsored by Music  Performance Fund (an organization that funds outreach initiatives, through record sales). Initiatives:  Small scholarships for universities o Runs a small concert in the park series in Cambridge o Concerts in gazebo at Rockway Gardens o Working with Kitchener on a series in Vogelsang Green o Runs lunchtime concerts at a church o Working on concerts in seniors’ centres that will provide opportunities for 130 o musicians Interested in started a series of concerts in Victoria Park  Interested in collaborating with Music Working Group  ACTION: Paul Mitchell to be added to Music Working Group DISCUSSION ITEMS 5.0ACAC Sub group reports: Music Works  Staff is working on a report to committee of council about Music Works. o Progress is being made on the 1o big ideas coming out of the first two Music Works o sessions. KOICon was the realization of one of those ideas. Music Working group will begin meeting twice a month. o $45M Ontario Music Fund is available for specific organizations working on prescribed o music initiative. Some projects in Kitchener may qualify. The City is ineligible. Reporting to demonstrate economic impact of the arts  No report, no group members present. o 2 June 2013 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JUNE 18, 2013 CITY OF KITCHENER Staff explains that the group has been identifying current models for measuring o economic impact of the arts. Goal is to use what exists, but through a ‘Kitchener’ lens. Arts/culture strategy development and culture planning in a regional context  The group is still determining its direction. o Staff explains that Waterloo is undertaking a culture plan, Cambridge has completed o one, and that Kitchener’s plan has expired. A region-wide plan might make sense. A cultural asset mapping exercise must take place first. CEI is working on this. It will o be the foundation of Kitchener’s plan. Kitchener may take a non-traditional approach to drafting a plan, relying on the City’s Economic Development Strategy and the Official Plan to lead the way. 6.0Work Planning (committee as a whole)  Today’s goal: determine the actions and timelines for the subgroup activities. Need measurable outcomes. What is the advisory work the subgroups want to do? Recall that ACAC does not direct staff. ACAC’s role is to provide advice and  recommendations. Music Works:  KOICon: ensure it happens annually, increase stakeholder involvement. Expand o number of people engaged, involved and attending. Musician resource centre: define/design, implement, a sustainable model for the o centre. Music Tourism strategy: encourage music to be embedded in the regional tourism o brand. Audience development: work with CEI and Grand Social to build a strategy. o CBC: ask for information on their support for local musical content (i.e. playing local o bands on our local station). Encourage regional artists to contribute to CBC programs. Get follow-up data from CBC to determine if CBC’s support for local content has increased (this is the goal). Economic Impact Data:  Answer the question, what is the impact of the arts locally? ACAC doesn’t have to do o the work. Can be high level. Provide useful information to Compass Kitchener for use in their report card (metrics o to measure the city’s progress on achieving its strategic goal) ndrd Determine if information regarding 2 and 3 level economic impact of the arts is o important to capture. Consider whether ‘quality of life’ measurements would be helpful (a cultural o index/qualitative data, for example). ON: Emily to update chart, share with Committee. Also look at time line Role of the City in a Regional Arts/Culture context:  Initiate quarterly meetings with the advisory committees across the region and the o CEI. Goal of meetings: Share ideas and provide status updates. ACTION: Staff to update the chart and recirculate. ACTION: ACAC members to generate further sub group actions/activities and associated timelines. 3 June 2013 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JUNE 18, 2013 CITY OF KITCHENER INFORMATION ITEMS 7.0Official Plan update: Emily Robson Past ACAC made recommendations related to arts/culture in the Official Plan. A draft of the  plan has been released. The revised plan reflects that the recommendations were considered, and implemented, where appropriate. Past ACAC member Don Bourgeois was instrumental in drafting the recommendations and  having them incorporated in the plan. ACTION: Staff to share this news with Don Bourgeois. 8.0Outcome of Compass Kitchener chair and vice chair meeting: earl McCluskie & Allan Hoch All advisory committees met to report on activities and find connections/opportunities to  collaborate. Possible opportunities for ACAC to work with other committees:  Downtown Advisory Committee is interested in the LRT station design (as is ACAC, for o public art). DAC is also interested in having unused space in the downtown devoted to arts/culture purposes (exhibition spaces, studio spaces). Heritage committee would be interested in art that ‘hearkens back’ to a building’s o heritage. Compass Kitchener is interested in the ‘economic impact of the arts’ data one ACAC o subgroup is working on for the purposes of their report card grading the City’s progress on its strategic plan. 9.0Public Art Working Group (PAWG) report: Sean Puckett  Jefferson Campbell Cooper, 2012 Artist in Residence, is working on his commissioned piece which will be installed at Breithaupt Community Centre.  Susan Coolen, Kitchener’s 2013 Artist in Residence, is participating in lots of events. www.kitchener.ca/artistinresidence  Call for proposals for 2014 Artist in Residence is now being drafted. 10.0Downtown Advisory Committee (DAC) update: D.
