BACKGROUND: The City of Kitchener is currently reconstructing Queen Street South between Courtland Avenue and Charles Street. A public information center was held in the winter of 2013, to provide the affected residents and businesses with information pertaining to the project scope. At the public information center it was identified by a local property that City staff was planning on removing the existing short term loading/unloading area on Queen Street South. It was requested to maintain this area on Queen Street South as it is the only location where deliveries can occur for many businesses in the immediate area. REPORT: At the present time, a recognized loading/unloading area is not identified within the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services consulted with Engineering to incorporate a short term loading/unloading area within the design of the roadway. As a result of the internal discussion it was decided that a 30 minute parking time limit could be accommodated on Queen Street South in the area of St. George Street. 2 - 1 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood and internal staff on-street loading concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $200 and will be incorporated with the reconstruction of Queen Street South. COMMUNICATIONS: In April 2013, affected residents and businesses were invited to attend a public information center. As a result of the information received at the public information center, City Staff modified the roadway design to incorporate the proposed 30 minute parking time limit.
