SUBJECT:
ON-STREET PARKING REGULATIONS - HEINS AVENUE
RECOMMENDATIONS:
That on-street parking be prohibited on the west side of Heins Avenue from Joseph Street
to a point 26 meters south thereof, and further;
That on-street be permitted on the west side of Heins Avenue from Jubilee Drive to a point
26 meters south of Joseph Street for a maximum period of two (2) consecutive hours, 8 a.m.
- 6 p.m., Monday to Friday, and further;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request from the local Ward Councillor to review the
existing parking regulations on Heins Avenue near Joseph Street.
The request cited that vehicles travelling on Heins Avenue towards Joseph Street are faced with
oncoming traffic as the opposing vehicle is attempting to manoeuver around vehicles that are
parked in close proximity to Joseph Street.
REPORT:
At the present time, on-street parking is prohibited on the east side of Heins Avenue between
Joseph Street and Jubilee Drive. It is permitted on the west side of Heins Avenue between Joseph
Street and Jubilee Drive for a maximum of two (2) consecutive hours, 8 a.m. - 6 p.m., as outlined
in the City of Kitchener Uniform Traffic By-law No. 2007-138.

In order to address this request Transportation Services sent a notification letter, dated July 19,
2013, to the affected residents of Heins Avenue, proposing to remove two (2) existing permitted
parking spaces on the west side of Heins Avenue.
This proposal will allow safer movements and reduce the potential for vehicular conflicts at the
intersection of Heins Avenue and Joseph Street.
Furthermore, Transportation Services conducted a site visit at the time of the concern being
raised. Upon further investigation it appears that the signage on Heins Avenue contradicts what
is outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. The signage indicates
that parking is permitted for two (2) consecutive hours, 8 a.m. - 6 p.m. Monday to Friday. Based
upon signage in the field and residents in the area being accustomed to those regulations, it is
recommended that the by-law be amended to reflect actual conditions.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation for the roadway is $300 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In July 2013, affected residents along Heins Avenue were surveyed regarding the proposed
parking changes. Transportation Services received comments from one (1) resident who was in
support of the proposal.
