SUBJECT: SAFE AND HEALTHY COMMUNITY ADVISORY
COMMITTEE WORK PLAN 2013-2014
RECOMMENDATION:
That the Safe and Healthy Community Advisory Committee Work Plan 2013-2014, as
attached to Report CSD-13-098, be approved.
BACKGROUND:
On November 26, 2012 the Community and Infrastructure Services Committee considered
report CAO-12-047, the future direction of the Safe and Healthy Community Advisory
Committee. For this report, a cross-section of stakeholders were interviewed, including existing
Safe and Healthy Community Advisory Committee members, community partners, elected
officials and staff who worked with the committee. Findings suggested that rather than
discontinuing the Advisory Committee, a change in focus, from community safety to healthy
community living could be warranted. It was resolved at this meeting:
“That the Safe and Healthy Community Advisory Committee’s 2013 work
plan focus on matters related to healthy community living together with
community safety and crime prevention as needed; ..”
REPORT:
March 2013 marked the date that the Safe and Healthy Community Advisory Committee began
meeting with their new focus. Since that time, attention of the Committee and supporting staff
has been on researching and understanding the community health model and City of Kitchener
Strategic Plan, reviewing and commenting on various City of Kitchener staff strategies and
plans (e.g. Transportation Master Plan, Leisure Facilities Master Plan, Compass Kitchener
Report Card), and developing the committee’s 2013-2014 work plan.
The specifics of the work plan have been laid out in the attached 2013-2014 Work Plan, with
priority consideration to the following:
Jane’s Walk – hosting a walk that explores locations in Downtown Kitchener that work
at ensuring inclusivity in the civic life of the community.

Neighbourhood Association information gathering – attending Neighbourhood
Association meetings to gather information to help inform the committee’s development
(to inform the Terms of Reference).
Focus groups with residents not currently engaged – holding focus groups with
residents not typically engaged in civic life to gather information to help inform the
committee’s development, and identify ways the city can be more inclusive in service
delivery (to inform the Terms of Reference).
Reviewing the Terms of reference – reviewing the existing terms of reference and
making any recommended changes.
Reviewing the grant process – investigating if the committee should continue to
accept grant proposals and, if yes, developing a process for accepting and approving
these.
Networking / Sharing information with other Safe and Healthy Committees in the
Region – initiating and organizing a joint meeting with committees from Waterloo and
Cambridge.
Advising council and staff – advising on reports/strategies/plans etc. related to
enhancing and maintaining a healthy community.
Where appropriate, sub-committees have been identified to move forward on action items
related to the above work-plan priorities.
At their September 5, 2013 meeting, the committee resolved:
“That the 2013-2014 work plan of the Safe & healthy Community Advisory
Committee be approved.”
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Part of the work of the new Safe and Healthy Community Advisory Committee is to determine
how they can support the City of Kitchener’s Strategic Plan. It is expected that action items of
the committee will be chosen based on fit with their terms of reference and the city of Kitchener
strategic plan. The current work plan supports the areas of Leadership and Community
Engagement, Diversity and Quality of Life.
FINANCIAL IMPLICATIONS:
No new financialand staff resources are being requested for the above noted initiatives.
COMMUNITY ENGAGEMENT:
As noted in the work plan, the Safe and Healthy Community Advisory Committee’s work is firmly
grounded in the intent, findings and subsequently developed goals and strategies arriving from
community engagement. Efforts draw upon existing community expertise, and engage
members of the public beyond committee membership and Neighbourhood Associations to
other diverse groups.
