SUBJECT: APPOINTMENT TO HERITAGE KITCHENER
RECOMMENDATION:
That Marion Heath be appointed to Heritage Kitchener as community -at -large member for
a term expiring November 30, 2014.
BACKGROUND:
On November 19, 2012, Council approved the existing complement of Committee members,
with the exception of the representative from the Civic Centre and Victoria Park Heritage
Conservation Districts, who were appointed on February 25 and March 18, 2013, respectively.
Section 3(c) of Council Policy 1 -110 (Heritage Kitchener - Terms of Reference) indicates that the
composition of the Committee shall include 2 -3 members of the community -at- large. In May
2012, a member of the community -at -large resigned from Heritage Kitchener, establishing a
vacancy on the Committee.
REPORT:
Staff has received an application from an individual interested in participating on Heritage
Kitchener. This application has been circulated under separate cover to all members of Council
in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
The subject application was considered at the September 4, 2013 Heritage Kitchener meeting.
At which time, the Committee reviewed the qualifications submitted within the application and
endorsed the recommendation contained herein. Ms. Marion Heath, is a resident of the Victoria
Park Heritage Conservation District, and has a demonstrated interest and participation in
heritage matters; thereby meeting the requirements for Committee composition set out in
Section 3(c), as well as Section 5(b) for appointments.
The Terms of Reference set out that the Committee's composition shall consist of 11 -14
members of the public; including 2 -3 community -at -large members, 5 -7 sector specific members
and 1 representative from each of the City's designated Heritage Conservation Districts, as well
as 1 -2 members of Council. If Council approves the appointment of Ms. Heath, there will be a
total complement of 11 members, including a member of Council.
Approval of this appointment at the October 7, 2013 Council meeting would enable Ms. Heath to
participate as a member of the November 5, 2013 Heritage Kitchener meeting.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment to fostering an open decision - making process and two -way
communication with the community regarding matters affecting the City's heritage resources.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with Ms. Heath's appointment to Heritage
Kitchener.
COMMUNITY ENGAGEMENT:
INFORM — Information on the City's various Advisory Committees is available on the City's
website to promote and encourage citizen involvement.
