CYCLING ADVISORY COMMITTEE MINUTES
JUNE 11, 2013 CITY OF KITCHENER
The Cycling Advisory Committee met on this date commencing at 4:06 p.m.
Present: Ms. M. Sehl (Chair), Councillor Y. Fernandes, Ms. M. Generoux, T. Boutilier, P. Dedes, S.
Gibson, T. Reiser, M. Parris, M. Boos, and P. Walberg (Vice-Chair).

APPROVAL OF MINUTES OF THE FEBRUARY 12, 2013 MEETING
1.
That the minutes of the May 14, 2013 meeting be approved as amended:

TRAIL ROAD CROSSING UPDATE - Mr. James LaPointe (TDM, Region of Waterloo)

The Region has finalized draft of the Transportation Master Plan, with an anticipated final
approval in August
Projects were looked at for various ranges; short (0-5 years), median (5-10 years), long
(10-20 years)
West/Victoria is listed on FIX-IT list (smaller projects that can be done quickly at a lower
cost) with a preferred option of a ped refugee island; Mr. LaPointe suggested that he is
open to suggestions from the CAC to find a solution. Mr. LaPointe also mentioned that
with the release of Book 18, designs will be standardized throughout the Region
Courtland/Stirling recently reconstructed and current design seems to be the solution for
now, but open to ideas. With another layer of asphalt yet to be applied, can something be
done in the interim? Some ideas suggested include; paint (since the major re-construction
is already complete), bike-box, curb cuts, on-road marking and signs
Mr. Joseph will send out a map to members so they are able to sketch their
ideas/solutions on the map
CAC members should review design ideas for both locations over the summer and provide
feedback in the fall
Mr. LaPointe reported that the Region and the Working Centre were collaborating on the
implementation of a s Safety Centre of Excellence and that details would be shared with
CAC members shortly

Sign Project
Some minor changes are still being made; suggested that the CAC should ride each route
to identify any deficiencies or potential for improvements
Contra-Flow Bike Lanes
With the completion of the BikeMap and sharrows, Nyberg will be looked at in the
immediate future

Victoria/West & Courtland/Stirling
Mr. LaPointe, discussed both these locations with the CAC; update has been provided
within the trail road crossing update
Iron Horse Trail & Rail Crossing
start date of July for contractor to realign the Iron Horse Trail at the rail crossing
Wabanaki - Wilson (1km) will be widened and re-paved with completion expected in
September
Margaret Ave
New pre-markings are showing that some parking bays are being reinstalled; due to some
resident pushback, there were some modifications in the designs (i.e. tapers and parking
bays)
It was asked if Margaret Ave can be deferred until Book 18 is adopted, in order to avoid
confusion; Margaret Ave will be resurfaced next year at which time a redesign can be
looked at
if CAC members have concerns with the design, report for Margaret Ave will be going to
Committee on June 17
BY-LAW REVIEW

By-laws have been reviewed as a result of the Coroners Report; a summer review will take
place with fall as anticipated target for recommendations
some things to consider: e-bikes on trails, secure bike parking for new developments,
incorporating a cyclist charter, cycling side by side, 1 meter rule still in place
Mr. J. Joseph asked if comments can be forwarded over the summer, in time for fall
recommendations
It was suggested to develop a strategic approach in how to deal with the public as well as
inquiring with other municipalities what feedback or comments they have received
BIKE MAP, CYCLIST SURVEY, BIKEFEST, MAYORS RIDE

Cyclist Survey
Survey is on-line and live with a temporary deadline of June 26 but may be extended; Mr.
Joseph will be at the Bike2Work breakfast encouraging people to fill out the survey
Mayors Ride
June 18 @ 11:00 am; all Councillors attending will be given info packs to hand out
Ms. M. Sehl, Mr. T. Boutilier, Mr. M. Boos and Mr. P. Dedes all confirm they will be
attending the ride
BikeFest
Video has been released with Conestoga College assisting with the video
June 19 - 21 release of an educational how-to video for the sharrows
BikeFest is intended for cyclists of all ages and is a forum to educate the residents in The
City of Kitchener of the various cycling initiatives (i.e. super sharrows)
Mr. J. Joseph asked that anytime cycling related tweets are sent by CAC members, to
include #BikeKitchener “hash tag”

Mr. Joseph presented a draft to the CAC and asked for comments
Bike2Work Challenge
Mr. Joseph thanked Ziggy’s Cycle for generously donating the bikes
KCAC SUB-COMMITTEE UPDATES

Mr. M. Arges raised concern regarding concentrating and implementing projects in the downtown which
does not benefit for the remainder of the wards. Ms. M. Sehl noted that sub-committees were charged
with tasks to review, discuss and then bring back their recommendations to this committee for approval.
Councillor Fernandes suggested that strategies in the downtown may work elsewhere as well and could
be transferable and become a larger marketing strategy.
Promotions – M. Arges
This sub-committee has had two meetings and discussions were around a safety item and the Cycling
Survey. The group passed and is proposing a safety item by-law amendment pertaining to e-scooters
on trails. The Cycling Survey will be addressed in Item 7 on the agenda.
Technical Infrastructure – P. Dedes
This sub-committee meets the third Wednesday following the KCAC meeting. The Mayor and
Councillor’s Bike Ride route has been finalized and is doable in one and one/half hours. Along with the
Mayor and Councillors it was decided that invitations should be limited to five to ten additional
attendees.
Also discussed at the sub-committee meeting was the installation of super-sharrows on King Street and
the need for pre and post data collection volunteers. Further information will be addressed in item 4 on
the agenda.
Planning, Evaluation, and Governance – P. Walberg
Among other things, this sub-committee is working to develop a cycling report card as well as a
coordinating strategy to better align the CAC's priority setting process with the City's capital forecast.
With respect to the report card, the sub-committee is recommending that it be structured around the 5-
E framework first developed by the League of American Bicyclists. The five Es are: engineering,
education, encouragement, enforcement, and evaluation & planning. Such a framework would permit
an objective assessment of city progress, allow for an effective reporting of impacts, and enable inter-
municipal comparisons of accomplishment.
The sub-committee is also recommending that the report card only be completed every other year, not
annually, with the first evaluation to be completed in 2014 and all even-numbered years thereafter.
This would better correspond with the term of office of CAC members, which is currently 2-years.
During the odd numbered years, it was proposed that Council could be provided with a brief interim
report on accomplishments.

On a motion by Mr. P. Walberg -
it was resolved and carried:
"That the proposed report card framework prepared by the Planning, Evaluation, and
Governance Subcommittee of the Kitchener Cycling Advisory Committee (KCAC) be used as
the basis for development of the full cycling report card to be finalized and submitted for KCAC
approval in the fall of 2013."

Great design tools displayed in the manual. Deadline to review draft and provide comment
is June 30
All CAC comments should be sent to Mr. P. Dedes; wait until final document is developed
to ask COK to endorse Book 18
Included in the manual are guidelines on how to set-up contra-flow bike lanes, information
on entrances and crossings but is missing any information relating to sharks teeth
GENERAL COMMENTS

Ms. M Sehl suggested that with no meetings scheduled until September, that members
should hold a meeting in the summer which would include a bike ride along the signed
route to check deficiencies
Mr. J. Joseph was congratulated for his work on BikeFest as well as receiving a Bronze
medal for the “Share the Road” program
