HomeMy WebLinkAboutINS-13-095 - On-Street Parking Regulations - David Bergey Dr REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: October 21, 2013 SUBMITTED BY: Justin Readman, Director of Transportation Services Danny Pimentel, Traffic Technologist PREPARED BY: (519-741-2200 ext. 7371) WARD(S) INVOLVED: Ward 5 DATE OF REPORT: October 9, 2013 REPORT NO.: INS-13-095 ON-STREET PARKING REGULATIONS - DAVID BERGEY SUBJECT: DRIVE RECOMMENDATIONS: That on-street parking be prohibited on the north side of David Bergey Drive from a point 56 metres west of Activa Avenue to a point 36 metres west thereof, and further; That on-street parking be prohibited on the north side of David Bergey Drive from a point 135 metres west of Activa Avenue to a point 40 metres west thereof, and further; That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Services received a petition, dated July 23, 2013, on behalf of the residents and staff of the Westmount Retirement Residence. The petition included 30 signatures of staff and residents requesting additional parking restrictions on David Bergey Drive, in the area of the Westmount Retirement Residence. The request cited that residents and staff are having difficulties exiting the property due to vehicles parking too close to the entrance. The concern is further exasperated during the winter months due to the added decrease in visibility of snow banks along David Bergey Drive. REPORT: At the present time, on-street parking is permitted on both sides of David Bergey Drive from Activa Avenue to Ottawa Street, except in the immediate areas of Grand River Transit stop locations, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. 1 - 1 Transportation Services conducted a site visit at the time of the concern being raised and concluded that visibility can be hindered for vehicles exiting the retirement home, when on- street parking is abutting each driveway. In order to address this request Transportation Services is proposing to prohibit parking within 10 metres of each driveway entrance. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $300 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In July 2013, City staff received a petition from staff and residents of the Westmount Retirement Residence, requesting changes to the on-street parking regulations on David Bergey Drive.
