3.0City of Waterloo Culture Plan: Beth Rajnovich
Draft 10-year plan completed. Project outcome to include a Culture Plan, and Culture
Policy. In the plan, culture is defined in broadest sense possible.

All city departments provided input about their role in culture, and will be involved in
implementation.
Citizens had opportunitiesto provide inputabout strengths/weaknesses of culture in
Waterloo.
Other municipalities were consulted (including Kitchener).
Planning process considered where best to start, where are we currently, and where to we
want to be.
Plan is focused on:
The role the municipality can play inrealizing the community's vision for culture.
How cultural resources can help achieve civic goals, including economic development.
Building networks and partnerships, rather than facilities (Waterloo council interested in
capitalizing on existing resources by finding new ways to use them)
Integrated planning for culture across the city and region.
Goalsof plan include:
Enlivening streets, neighbourhoods, public and green spaces (includes place-making, public

art and other art programs, public square)
Building community capacity for creativity, expression and cultural engagement (could

require additional staff)
Engaging the diversity of the community to build a shared sense of belonging (a diversity

Expanding community awareness and appreciation of culture

Fostering collaboration in the culture sector to implement the cultureplan

Next steps include:
Collecting feedback, presenting to Waterloo city council in December, beginning
implementation in January.
ACAC comments:
Waterloo has many students. Unfortunate that students were difficult to representin
Waterloo’s research. Asthey don’t ‘live’ in the city, and Statistics Canada doesn’t include
them.
It would be useful if the same metrics to measure the vitality of each city’s arts/culture
sector could be used across the region.
Kitchener and Waterloo plans should complement each other.
INFORMATION ITEMS
4.0Work Group Updates
Strategy: Culture planning in a regional context
As suggested by this work group, ajoint meeting of Cambridge, Waterloo and Kitchener’s
arts/culture advisory committees will take place on October 24 from 4-6pm.
ACTION: Staff to send invitation to ACAC members.
Strategy: Economic Impact of the arts
As this group is down to one member (Helena Ball), it will join with the culture planning in a
regional context group.
Strategy: Music working group

5.0Public Art Working Group Report: Sean M Puckett
A hanging system donated by KPL has been provided to Williamsburg Community Centre as a
pilot initiative in the ‘art in community centres’ project
Call for Kitchener’s 2014 Artist in Residence is now open. Deadline is October 15.
KPL main branch public art project to be installed inSpring 2014
Jefferson Campbell-Cooper, 2012, Artist in Residence has had his commissioned work
installed at Breithaupt Community Centre.
Susan Coolen, current Artist in Residence has an exhibit in the Berlin Tower ARTSPACE until
the end of October. She has delivered many events and has received a lot of media
attention.
6.0Downtown Advisory Committee update: D. Morton
No update in D. Morton’s absence.
7.0Economic Development Advisory Committee update: Mark Derro
No update
8.0Council report
The Region and city are considering the urban streetscape as it pertains to the LRT project,
particularly at Cedar & Charles, and Weber & Victoria streets.
ACTION: staff to investigate Region’s plans for substations.

Homer Watson House and Gallery’s fall exhibit runs to November 17. Includes work by Cathy
Farwell, Kathryn Bemroseand Nicole Waddick. http://www.homerwatson.on.ca/
