SUBJECT: P13 -044 Pump & Motor Control Maintenance & Repair
RECOMMENDATION:
That proposal P13 -044 Pump & Motor Control Maintenance & Repair, be awarded to lbbotson
Electric Limited, Waterloo, Ontario, at the unit prices proposed for one (1) year.
BACKGROUND:
This proposal is based on fixed unit prices and response time on an estimated representative
sampling of components used over the last year and actual spend will depend on the level of
repairs and amount of maintenance activity required throughout the term of the contract.
The Operations Division requires the services of a specialized contractor to perform electrical
maintenance and to respond to sanitary pumping station electrical issues /alarms on an `on -call'
basis as required. The Corporation does not have the staff resources or specialized knowledge
required to diagnose and repair the pumping station motor and system controls, including
SCADA components.
The annual estimated spend per year over the previous three years was $114,798.
The estimated value of this contract is approximately $100,000. per year, plus HST.
REPORT:
Proposals were requested from seven (7) potential bidders, as well as being advertised publicly
on the City of Kitchener website and on the Internet through the Ontario Public Buyers
Electronic Tendering Information System. By the proposal closing date of Friday May 17th,
2013, no (0) proposals had been received. Four (4) contractors were contacted and a
negotiated contract was set in place based on price and response time.

The proposals were reviewed by C.Maguire, Supervisor, Operations (Sewers), B. Dubrick,
Supervisor, (Sewers), D. Locke, Manager, Sewers /Traffic /Operations Support and R. Kruppa,
Buyer, who concur with the above recommendation.
The price for Pump & Motor Control Maintenance & Repair has increased 8% from the previous
contract.

COMMUNITY ENGAGEMENT:
Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City's Purchasing By -Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
