HomeMy WebLinkAbout2013-04-02 HERITAGE KITCHENER MINUTES APRIL 02, 2013 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:10 p.m. Present: Mr. G. HERITAGE IMPACT ASSESSMENT - 445 KING STREET WEST - MOMENTUM DEVELOPMENTS The Committee was in receipt this date of the Heritage Impact Assessment (HIA) for the proposed development of One Victoria for Momentum Developments, for the property municipally addressed as 445 King Street West, prepared by, dated February 1, 2013. Mr. L. Bensason advised that the City is in receipt of Official Plan Amendment and Zone Change Applications for the property known as 445 King Street West for a mixed use development. He stated that new developments which abut or are adjacent to built heritage resources and cultural heritage resources shall be conserved in accordance with the Provincial Policy Statement. He indicated that the role of Heritage Kitchener is to review the HIA and provide input and comments back to City staff who will take the comments into consideration when making a recommendation to the Director of Planning on the HIA. Messrs. B. Martindale, Heritage Consultant, Martindale Planning Services, and J. Moses, Architect, Barry Bryan Associates Ltd. gave a presentation outlining the proposed development and the findings of the Heritage Impact Assessment. Mr. Moses reviewed the site location in relation to the Kaufman Building noting that the development site is surrounded by commercial and industrial uses. He indicated that that the proposal is in keeping with the innovation district plan, as the Transit-Hub is proximate to the development site, and assimilates with the high density and mixed use commercial development of the centralized innovation district. He referred to the characteristics of the proposal stating that the height of the building will be similar to the height of the Kaufman Building with an increasing elevation as it steps back for the higher residential tower. In response to questions, Mr. Martindale indicated that location of the new building will impact the southwest view to the Kauffman Building. With regard to shadowing, studies have shown that during the majority of the year, the Kaufman Building will remain in sunlight with little impact from the shadow at the proposed development. 2. CSD-13-025 - HERITAGE PERMIT APPLICATION HPA-2013-IV-002 - 307 QUEEN STREET SOUTH - ROOF SHINGLE REMOVAL AND REPLACEMENT The Committee considered Community Services Department report CSD-13-025, dated March 14, 2013 recommending approval of Heritage Permit Application HPA 2013-IV-002, to remove and replace the shingles on the northwest building located at 307 Queen Street South. Ms. M. Lee advised that the subject property is located at the corner of Queen Street South and Courtland Avenue East, and is comprised of three buildings. She indicated that the elevations and rooflines of all the buildings were designated in 1989 under Part IV of the Ontario Heritage Act. In accordance with requirements under the Act, the applicant is seeking approval from the Committee to remove the old asphalt roofing material on the northwest building, constructed circa 1893, and replace the shingles with fibreglass shingles that are similar to the steel shingles on the adjacent 1879 building. Mr. S. Piatowski, Bread & Roses Co-op, was in attendance to support Heritage Permit Application HPA 2013-IV-002. HERITAGE KITCHENER MINUTES APRIL 02, 2013 - 10 - CITY OF KITCHENER 2. CSD-13-025 - HERITAGE PERMIT APPLICATION HPA-2013-IV-002 - 307 QUEEN STREET SOUTH - ROOF SHINGLE REMOVAL AND REPLACEMENT (CONT’D) The following motion was considered without quorum present. On motion by Mr. S. Thomson - it was resolved: “That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2013-IV-002 be approved to permit removal and replacement of the shingles on both roof slopes of the north west building on the property municipally addressed 307 Queen Street South, in accordance with the supporting information submitted with the application.” 3. OVERVIEW OF THE 2011 - 2014 STRATEGIC PLAN The Committee was in receipt this date of “A Plan for Healthy Kitchener: The City of Kitchener’s Strategic Plan for 2011-2014”, and the 2011 Citizen’s Report Card prepared by Compass Kitchener. Ms. S. Weare gave a presentation on the Strategic Plan, advising that the Plan is a comprehensive strategy that guides the City’s allocation of resources with the community’s priorities and vision for the future. She stated that the community priorities were obtained through an extensive consultant-led engagement process, which produced a 20-year ‘Plan for a Healthy Kitchener – 2007-2027’. She advised that the Strategic Plan is revisited with every new term of Council, through the use of community engagement tools; such as, feedback and input gathered from each of the City’s advisory committees. She provided an overview of the Strategic Plan, advising that there are six community priorities, each with its own vision and strategic directions; which are: Quality of Life; Leadership and Community Engagement; Environment; Diversity; Development; and, Dynamic Downtown. Ms. Tristan Wilkin and Ms. Karla Cote, Compass Kitchener, indicated they are in the process of seeking feedback from the advisory committees regarding the impacts of the Plan on the community. They then asked members to indicate how Compass Kitchener could better engage the Heritage Kitchener in the development of the next Strategic Plan. Members indicated that Heritage Kitchener touches on many pillars within the Strategic Plan, and stated that it would be beneficial to have heritage significance and impact referenced in areas other than Development. With regard to the Annual Report Card, Ms. Weare advised that Compass Kitchener would be returning to Heritage Kitchener to discuss methods for consultation and feedback on the reporting process. She stated that there will not be a report card in 2013, as the process is being revisited to ensure more comprehensive reporting. 4. CSD-13-026 - LISTING OF 60 VICTORIA STREET NORTH AS A NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE OR THE INTEREST ON THE MUNICIPAL HERITAGE REGISTER The Committee considered Community Services Department report CSD-13-026, dated March 19, 2013 recommending listing the 1913 portion of the building located at 60 Victoria Street North (Rumpel Felt Building) on the Municipal Heritage Register as a non-designated property of cultural heritage value or interest. Mr. C. Mahood reviewed the report advising that a Heritage Impact Assessment (HIA) was submitted in conjunction with applications for an Official Plan Amendment and Zone Change for the subject property. He indicated that Heritage Kitchener considered an HIA on this matter at its October 2, 2012 meeting; at which time the Committee recommend that City staff proceed with listing the Rumpel Felt Co. building on the Municipal Heritage Register. He explained that conservation of the 1913 portion of the building will be ensured through the approval of the HIA; and, subsequent listing on the Municipal Heritage Register as a non- designated property of cultural value or interest, noting that the property is anticipated to be HERITAGE KITCHENER MINUTES APRIL 02, 2013 - 11 - CITY OF KITCHENER 4. CSD-13-026 - LISTING OF 60 VICTORIA STREET NORTH AS A NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE OR THE INTEREST ON THE MUNICIPAL HERITAGE REGISTER (CONT’D) included in a larger redevelopment and the Rumpel Felt Co. building is likely to be the subject adaptive reuse. The following motion was considered without quorum present. On motion by Mr. J. Stevens - it was resolved: “That pursuant to Section 27 of the Ontario Heritage Act, the Rumpel Felt Co. building constructed in 1913 and municipally addressed as 60 Victoria Street North be listed on the Municipal Heritage Register as a non-designated property of cultural heritage value or interest, in accordance with the Statement of Significance attached as Appendix 'A' to Community Services Department report CSD-13-026.” 5. HERITAGE IMPACT ASSESSMENT (HIA) OF ALTERNATIVES FOR THE CONSERVATION AND DEVEOPMENT OF THE ROCKWAY CENTRE (1405 KING STREET EAST) The Committee considered the Heritage Impact Assessment (HIA) of alternatives for the conservation and development of the Rockway Centre, Phase II, Final Report completed by MHBC Planning. In addition, the Committee was in receipt this date of correspondence, dated April 2, 2013 from Ms. K. Elgie, Architectural Conservancy of Ontario, inclusive of her comments which were presented to the Committee during the meeting. Mr. L. Bensason gave a presentation outlining the processes which lead to the development of the alternatives for the Rockway Centre. He advised that MHBC Planning was retained in 2012 to complete a two phase cultural heritage resource study and impact assessment of the Rockway Centre, Rockway Gardens and a portion of the golf course. He stated that Phase I was completed in November 2012, and subsequently presented to Heritage Kitchener; which recommended the designation of Rockway Gardens and the Rockway Centre. He then reminded the Committee that Council has referred the matter to the Community and Infrastructure Service Standing Committee of May 27, 2013, upon completion of the business case and feasibility study. He indicated that Phase II of the Heritage Study includes the HIA, and six alternatives for development and use. He noted that the Final Report is being presented to the Committee for information and feedback purposes. Mr. M. Hildebrand provided an overview of the Final Report and gave a presentation detailing the six proposed alternatives for use developed by the Consultant. He elaborated that comments received from the Committee will be incorporated into the staff report for consideration at the May 27, 2013 Committee meeting. Mr. J. Stevens inquired as to the impact on the Rockway Centre building if the use is moved in favour of the alternatives for relocation presented in the Report. Mr. Bensason responded that ultimately Council will decide the use; however, he added that if Council decides to designate the property under Part IV of the Ontario Heritage Act and pursue the option to add to the building, there would be a development approval process which would come before Heritage Kitchener for consideration. In response to questions, Mr. Bensason assured the Committee that the implications of not designating the property would be conveyed in the report for consideration at the May 27, 2013 Committee meeting. He noted that the report will also include input from the Kitchener Horticultural Society. Ms. K. Elgie, Architectural Conservancy of Ontario, addressed the Committee regarding the future of the Rockway Centre and Rockway Gardens. She expressed concern that the Final Report does not provide sufficient attention to the preservation of the heritage structure; and, is focussed on the feasibility and use of the facility. She indicated that from her perspective, a compelling argument can be made to preserve and re-use the building, as opposed to HERITAGE KITCHENER MINUTES APRIL 02, 2013 - 12 - CITY OF KITCHENER 5. HERITAGE IMPACT ASSESSMENT (HIA) OF ALTERNATIVES FOR THE CONSERVATION AND DEVEOPMENT OF THE ROCKWAY CENTRE (1405 KING STREET EAST) (CONT’D) demolition and new construction. She encouraged the Committee to request a peer review of the document, to ensure that the Parks Canada Standards and Guidelines are adhered to during the site development process. Committee members expressed concern that heritage attributes would be lost if demolition and removal of the building through approval of the options presented in the Final Report. Ms. A. Oja indicated that she would be in support of the option which proposes minimal changes to the use and the building. Mr. S. Thomson stated that he is concerned that if the building use is not maintained for seniors, it will lead to demolition through neglect. Mr. G. Zeilstra indicated he would be in support of the option which had the least impact to the existing building and heritage attributes of the Centre and Gardens. Mr. Hildebrand expressed appreciation to the Committee and agreed to incorporate their comments into the staff report for the May 27, 2013 Community and Infrastructure Services Committee meeting. 6. MIKE WAGNER HERITAGE AWARDS The Committee was in receipt this date of correspondence from Ms. M. Drake dated April 2, 2013 regarding the 2013 Mike Wagner Heritage Awards. Mr. L. Bensason advised that the Mike Wagner Heritage Awards are given every two years in conjunction with the Urban Design Awards and noted that nominations are put forward under one of the following three categories: 1. Preservation / Restoration of Cultural Heritage Resources 2. Rehabilitation / Adaptive Reuse of Cultural Heritage Resources 3. Individual Contributions to the Field of Heritage Conservation He indicated that nominations are being accepted until April 26, 2013, and forms can be th obtained at Kitchener City Hall (6 Floor) or on the website at: www.kitenener.c/en/livinginkitchener/mikeWagenrHeritageAward.asp. 7.
