HomeMy WebLinkAboutINS-13-101 - Block Line Road Extension - Opening REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: November 18, 2013 SUBMITTED BY: Justin Readman, Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, 519-741-2200, extension 7153 WARD(S) INVOLVED: Wards 3, 6 DATE OF REPORT: October 21, 2013 REPORT NO.: INS-13-101 SUBJECT:BLOCK LINE ROAD EXTENSION - OPENING RECOMMENDATIONS: That “Schedule 25 – Bicycle Lanes” of the Uniform Traffic By-law be amended as outlined in Appendix ‘A’ of Infrastructure Services Department report INS-12-101 to reflect the current on-street bicycle lanes on Block Line Road between Westmount Road East and Courtland Avenue East as well as on Lennox Lewis Way from Homer Watson Boulevard to Block Line Road; and, That “Schedule 26 - Roundabouts” of the Uniform Traffic By-law be amended as outlined in Appendix ‘A’ of Infrastructure Services Department report INS-12-101 to reflect the roundabout at Block Line Road and Fallowfield Drive / Hanover Street; and, That “Schedule 12 – Through Highways” of the Uniform Traffic By-law be amended as outlined in Appendix ‘A’ of Infrastructure Services Department report INS-12-101 to reflect the construction of the Block Line Road extension from Lennox Lewis Way to Courtland Avenue East; and, That “Schedule 24 – School Bus Loading Zones” of the Uniform Traffic By-law be amended as outlined in Appendix ‘A’ of Infrastructure Services Department report INS- 12-101 to reflect the school bus loading zones on Lennox Lewis Way and Block Line Road; and, That “Schedule 1 – No Parking” of the Uniform Traffic By-law be amended as outlined in Appendix ‘A’ of Infrastructure Services Department report INS-12-101 to reflect the on-street parking regulations on Block Line Road from Westmount Road East to Homer Watson Boulevard; and further, That the Uniform Traffic By-law be amended accordingly. 2 - 1 BACKGROUND: Block Line Road is a secondary arterial roadway serving industrial, commercial, institutional and residential land uses from Westmount Road East to Lennox Lewis Way. As a result of the recent reconstruction of Block Line Road from south of Strasburg Road to Homer Watson Boulevard and the construction of the Block Line Road extension from Lennox Lewis Way to Courtland Avenue East, the Uniform Traffic By-law will need to be reviewed. REPORT: As part of the reconstruction of Block Line Road from south of Strasburg Road to Homer Watson Boulevard, on-street bicycle lanes have been removed from both sides of the travel portion of Block Line Road and replaced with an off-road multiuse pathway. As part of the construction of the Block Line Road extension from Lennox Lewis Way to Courtland Avenue East, on-street bicycle lanes have been included on both sides of the travel portion of Block Line Road. These on-street bicycle lanes tie into existing bicycle lanes which extend to Homer Watson Boulevard as well as Lennox Lewis Way. The existing on-street bicycle lanes on Lennox Lewis Way extend to Homer Watson Boulevard. The intersection of Block Line Road and Fallowfield Drive / Hanover Street is currently controlled by a roundabout and has been since construction. As a result of the construction of the Block Line Road extension, the “Through Highways” schedule of the Uniform Traffic By-law will require amendment to accurately reflect the new roadway network design as Block Line Road will now terminate at Courtland Avenue East. In addition to the parking bay on Lennox Lewis Way which currently functions as a school bus loading zone, Grand River Transit has advised that the parking bay on Block Line Road closest to Lennox Lewis Way will also be utilized in the same manner. The parking bay further down Block Line Road will function identically in the near future. As a result, the “School Bus Loading Zone” schedule of the Uniform Traffic By-law will require amendment to reflect the current and future needs of Grand River Transit. In reviewing Block Line Road in its entirety, it has been determined that “Schedule 1” of the Uniform Traffic By-law does not accurately reflect the current on-street parking regulations on Block Line Road from Westmount Road East to Homer Watson Boulevard. Currently, this section of Block Line Road is signed as “No Parking Anytime” on both sides of the roadway. To accurately reflect this current condition, “Schedule 1” of the Uniform Traffic By-law will require amendment. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” FINANCIAL IMPLICATIONS: The approximate cost for sign installations outside of the construction of the new Block Line Road extension is $2000, of which $1600 will be taken from the existing sign maintenance budget and the remainder from the transportation demand management budget. The 2 - 2 approximate cost for sign installations within the limits of the construction of the new Block Line Road extension is $1100 and will be charged to the project. COMMUNICATIONS: None.
