DISCUSSION
3.0Vital Signs Report: Emily
This report isan annual community checkup through which The Kitchener and Waterloo
Community Foundation measures the vitality of our Regionandidentifies significant trends.
Generally, our region is underrepresentedin arts/culture/recreation and sport occupations.
Does this indicate a lack of funding for arts/culture?
ACAC could make a recommendation that more information is required on arts/culture
funding and availability of employment.
ACTION: ACAC to draft a resolution for consideration at November ACAC meeting as the committee
is short quorum today. Possible recommendation: That levels of arts/culture funding be considered;
that consideration be given to whether or not there is a link between underfundingand lack of
employment in cultural industries, and further, that the situation of underfunding and lack of
employment be addressed.
INFORMATION ITEMS
4.0Cultural Planning Overview: Emily Robson
Cultural planning started in Europe in 1960’s, then caught on in North America.
Old paradigm:Industry used to lead employment. Factories attractedemployees/citizens
and contributedto a community’s success.
The shift to a knowledge-based economy makes attracting people to a community critical to
a community’s success. Need to attract people to attract business.
Culturally vibrant, tolerant, interesting places with cultural assets strengthen community
and attract people.
Culture planning can combat ‘the geography of nowhere’.
Mapping and planning are the two components of cultural planning(first map the cultural
assets;then use the map as the foundation for building a plan).
Kitchener treats arts/culture as inherent to municipal planning and economic development—
not a frill. The move of the Arts/Culture department to Economic Development department
demonstrates this. So does Economic Development Strategy’s focus on creative clusters.

Province of Ontario introduced a ‘Creative Communities Prosperity Fund’ in 2000’s. Funded
the mapping and inventorying of assets and planning. That fund has sinceended.
Kitchener will be undertaking a new culture plan in the near future. Our past culture plan
was community-based. Recent trends take a municipal approach to cultural planning.
Waterloo has recently worked on a culture plan.
Things to consider as we thinkabout cultural planning:
Our regional (two tier) structure

Who is the culture plan for
o
How will public/private stakeholders work together
o
What are our goals, and what is the best approach to accomplish them
o
ACTION: STAFF TO EMAIL THECOMMITTEE EMILY’S PRESENTATION ON CULTURAL PLANNING.
5.0Regional Arts/Culture Advisory Committees joint meeting
Meeting takes place on Thursday, October 24from 4-6pm at the Regional Museum.
ACTION: COMMITTEE CHAIR TO BE PREPARED TO SUMMARIZE THE COMMITTEE’S PROGRESS.
6.0Working Group Updates
Items deferred to future meeting.
7.0Public Art Working Group report: Sean Puckett
PAWG will select the 2014 exhibiting artists on Wednesday, October 16.
PAWG meeting format will change to include one hour per meeting for a presentation or
discussion of a public art related item, followed by an hour of administrative items.
8.0Downtown Advisory Committee update: D. Morton
DAC focused on subgroup work at last meeting.
D participates on a group considering how to connect artists and landlords of vacant spaces
to find opportunities for month-to monthtenancies for studio space.
Australia has a model, so does Windsor’s Broken City Labs, and in Hamilton, CoBALT
Connects, with Jeremy Freiburger.
9.0Economic Development Advisory Committee update: Mark Derro
No real update. EDAC follows the same meeting format as ACAC, but has three groups.
ACTION:minutes of last EDAC meeting to be distributedto ACAC, once available.
10.0Councilreport
No update in Councillor Etherington’s absence.
11.0Members’ news
Deferredto next meeting.
