Rehabilitation (City Bridge #827)
RECOMMENDATION:
That Expression of Interest E13 -058 — Consultant Services — Shirk Place Bridge Rehabilitation
(City Bridge #827), be awarded to MuirTec Inc., Waterloo, Ontario at their estimated fee of
$72,886., including contingencies of $6,626., plus H.S.T. of $9,475.18, for a total of $82,361.18,
based on a satisfactory contract being negotiated and an upset fee being established.
BACKGROUND:
Engineering intends to rehabilitate the Shirk Place Bridge to current standards and to maintain it
in a safe operating condition. Shirk Place Bridge was built in 1979 and is located 160 m west of
Lancaster Street and spanning over Laurel Creek. It has a reinforced concrete deck and
concrete girder with an asphalt wearing surface. The length of the bridge is 21 m and the overall
width is 12.1 m, with the Roadway width being 9 m (two lanes).
Based on OSIM inspection reports and past evaluations, recommendations were developed for
rehabilitation of the structure to avoid further escalated deterioration and to maintain the bridge
in safe operating condition.
The proposed rehabilitation work includes, but is not limited to:
• Repair waterproofing and repave bridge deck and asphalt approaches
• Repair girder -ends converting existing abutments to semi - integral details, if feasible and
cost effective
• Repair /replacement of parapet walls and railing as per bridge design code requirements
• Concrete delamination /spalls repair on diaphragms, deck soffits, exterior, and faces of
abutment and retaining walls
• Sealing cracks on abutments and retaining walls
• Replace abutment bearings
• Gabion basket and embankment slope repair
• Steel flex beam guiderail repair/ modification as required
■ Other items as required to maintain bridge in safe operating condition
Shirk Place has commercial, industrial and residential properties along it and is a two lane local
road within the City. The successful consultant will explore options for maintaining traffic as
much as possible during the rehabilitation.
It is expected that the construction component will begin in summer 2014 (July — Aug. 2014),
utilizing one construction tender.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services /Consultants, a Consultant's Review Committee was established
consisting of S. Shah, Design Engineer, D. Lupsa, Design and Construction Project Manager,
C. Spere, Manager of Engineering Construction and L. Gordon, Director of Supply Services.
Three (3) consulting firms were invited to provide Expression of Interests, and by the closing
date of Friday September 20, 2013, three (3) responses had been received.
The review committee met on Tuesday October 1, 2013, to review the submissions. The
Committee elected to award the project to MuirTec Inc., Waterloo, Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Completeness of the Proposal
• Qualifications /Expertise
• Variety & Quality of Disciplines In House /In Consortium
• Past Performance
• Knowledge of the City (re: this area)
• Permanent Local Office
• Amount of City Work Completed in the Past
• Cost of Consultant Fees

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:

Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this expression of interest, the design and implementation of these
types of projects typically involves city staff and resources from across the corporation. These costs are
included in the line item "Projected Costs: Staff Time /Permitting /Material testing ", and will be itemized
when they exceed $125,000. Included in this line item are staff time and expenses for all city staff in
support of the project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring and traffic
control, alternate access and parking requirements and any other miscellaneous costs. Projects utilizing
in -house staff will include costs for inspection during construction and contract administration.
The net cost for this expression of interest (A), is fair and reasonable for a purchase of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding for this purchase
is included within the approved capital budget. The estimated surplus (D) will remain within the project to
fund future work.

Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City's Purchasing By -Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
