BACKGROUND: A number of months ago, two community members approached the City with an idea for a potential Canada sesquicentennial (2017) project to potentially be located within Victoria Park. The community group will present their proposal to Council at Planning and Strategic Initiatives nd Committee on December 2. This staff report is intended to accompany that presentation and provide an outline of implications and next steps, for Council’s consideration. REPORT: The statue project involves the procurement and installation of life size statues of Canada’s prime ministers to be located in Victoria Park Commons adjacent to the paved accessible walkway and as an extension of the Clock Tower feature. The interior of the commons would remain unobstructed for public events. This would be a community capital fundraising project. The cost of the project is estimated to be $75,000 to $100,000 per statue for 22 statues plus approximately $300,000 for the bases, electrical and landscaping. The community group is intending to fundraise for the purchase of the statues and is requesting that the City consider funding the cost of the bases. In addition, the community group has requested that the City to be responsible for the charitable donation receipting and management of funds received for this project. As a City endorsed project, this process would be consistent with past practice for other similar projects and is acceptable to City Staff. The next steps and timeline for the development of this project has been outlined as follows: nd December 2 – Standing Committee – table the proposal for public consultation 2 2 - - 1 1 December 3rd – 31st – consultation with advisory committees (Heritage Kitchener, Public Art Working Group, Victoria Park Working Group and Victoria Park Neighbourhood Association) January – March – Preparation of detailed design and Heritage Impact Assessment in preparation for Heritage permit application st March 31 2014 – Standing Committee – Council approval as a City project, commitment of city funding, in principle subject to fundraising targets and heritage Kitchener approvals. th June 16 2014 – Council final approval of the project when conditions met If Council wishes to pursue this project to the next steps, it would be appropriate to pass the following resolution at this time: “That consideration of the Statue Project – A Celebration of Leadership as outlined in report INS-13-113 be tabled to allow for public consultation; and further, That the results of the public consultation, detailed project plans and a fundraising update be brought back to Council for consideration in March 2014.” ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The nature of the Statue project is consistent with the community vision “Together, we will build an innovative, caring and vibrant Kitchener with safe and thriving neighbourhoods” by providing valued services to the residents of our community by enhancing their “Quality of Life” through investment and enhancement in our City parks. FINANCIAL IMPLICATIONS: None at this time. A funding allocation of $100,000 each year for three years (2015-17) has been included in the Victoria Park general provision account as part of the 2014 Capital Forecast as a notional provision at this time, pending Council’s approval of the project in June 2014.
