BACKGROUND:
The Creative Enterprise Initiative (previously named the Creative Enterprise Enabling
Organization) was developed in March 2010 with the intention to provide a wide range of
services to enable the arts, culture and heritage sectors, including private, public and not-for-
profit, and creating an environment to help artists reach full potential. The organizational mission
is to ‘support extraordinary creative endeavours that make Waterloo Region a world-class place
to live, work, play and stay.” CEI is overseen by a Board of Directors which includes
membership from the three Cities (Kitchener, Waterloo, Cambridge), the Region, local
businesses and the arts and culture sector.
The Creative Enterprise Initiative has received operating funding from the City of Kitchener from
the community grants budget for the last three years (2010 - $47,000; 2011 - $50,000; 2012 -
$56,000; 2013 - $56,000).
Report CSD-13-109 recommends continuation of the operating grant for 2013 with no change in
amount, $56,000. To support that recommendation, and as requested by Council, Creative
Enterprise presented an update on two occasions, with open invitations to regional stakeholders
on August 28 and September 4, 2013.

Creative Enterprise presented an update on two occasions, with open invitations to regional
stakeholders on August 28 and September 4, 2013 where all City of Kitchener Mayor and
Councillors, and senior staff were invited and many attended one if not both sessions.
Creative Enterprise Initiative (CEI) reports annual investment of $340,000 attracted from twenty-
two private sector companies, individuals and organizations across business and academia
including Perimeter Institute, the University of Waterloo and the most recent corporate
investment and membership from Communitech. The total commitment is still growing at the

time of this report, making progress with additional private and organizational investors. Over
90% of investments are multi-year commitments carrying on through to the end of 2015 and are
obtained from some private sector funders, as well as business and individual pledges to
leverage further investment from their own business networks and community. The total
cumulative private sector investment is more than $1 million and growing to CEI.
CEI reports providing services such as mentoring, marketing and audience development to
Kitchener based initiatives. Specific organizations include MT Space/ IMPACT 13, Neruda
Productions – Kultrun and Latin Festival, Pat the Dog Playwright Centre, Night Shift, Lost &
Found, Grand River Film Festival, KOI Festival, KOICon, Waterloo Region Arts Awards, Open
Doors Waterloo Region, Flush Ink Productions, Steel Rails, CAFKA, Open Ears, Festival for
Animated Cinema, the Tech Sessions in support of ticket sales for TD Kitchener Blues Festival
and KOI Festival, and promoted over 100 local art shows, bands, community events and
activities through weekly on-air promotion on Rogers radio with the grandsocial.ca
entertainment update.
In addition, CEI reports investing directly back into the community through its own programs and
activities – grandsocial.ca, a mobile ticketing system, and (in process), the sourcing of
increased studio space for artists. Appendix includes stakeholder update.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The Kitchener Economic Development Strategy (CAO-11-019) recognizes talent attraction as
one of the key areas of focus in the next four years for the city to be successful. To this end, it
has been shown that a vibrant and thriving creative arts and culture sector creates the kind of
community that can attract and retain skilled people for the new economy. The Kitchener
Strategic Plan also identifies culture as a factor critical to the health of the community. It also
supports goals that foster vitality in the core and the city as a whole.
FINANCIAL IMPLICATIONS:
This report is for information only.
Report CSD-12-153 recommends continuation of the operating grant for 2014 with no change in
amount, $56,000.
COMMUNITY ENGAGEMENT:
The Arts and Culture Advisory Committee are updated by CEI on a monthly basis and are
invited to all events where updates are provided to the community by Creative Enterprise
Initiative.

In 2011 CAFKA presented the Creative Enterprise Initiative
with a plan to add a part-time development assistant to our
organization. CEI not only helped us to add this part-time
position, but also provided expert guidance in fundraising

use to identify important next steps and to chart a solid path
