SUBJECT: E13 -078 Consultant Services — Margaret Avenue Bridge
Replacement (City Bridge #820)
RECOMMENDATION:
That Expression of Interest E13 -078 Consultant Services — Margaret Avenue Bridge
Replacement (City Bridge #820), be awarded to Hatch Mott MacDonald, Mississauga,
Ontario at their estimated fee of $476,613.60, including contingencies of $79,435.60 plus
H.S.T. of $61,959.77, for a total of $538,573.37, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The Margaret Avenue Bridge is an overpass structure located 70 m North of Victoria Street
running generally in a north -south direction. It carries three lanes of traffic, two lanes in a
northbound direction and one in a southbound direction with a sidewalk on each side of bridge
over a railway corridor currently accommodating two existing Genesee & Wyoming (G &W)
tracks, which run under the center span of the bridge closer to north pier. The bridge was
supported on two abutments founded on piles and two piers founded on spread footing.
This bridge was built in approximately 1959 and was rehabilitated in 1982 and 2003. In January
2013, based on findings and recommendations of the City's bi- annual 2012 OSIM bridge
inspections, the City retained AECOM to perform a structural evaluation of the Margaret Avenue
Bridge. AECOM submitted a report "Evaluation of the Margaret Avenue Bridge Deck In -span
Joint and pier - Cantilevers" dated June 2013. AECOM expressed concerns about the structural
adequacy of the half -joint design of the bridge and recommended immediate closure of the
bridge due to concerns of the potential of catastrophic failure. Subsequently the bridge was
closed to all traffic on June 13, 2013, but the railway underneath the bridge continues to operate
without interruption. In July of 2013, the City retained Morrison Hershfield to complete a peer
review of the AECOM report and to recommend possible short and long term rehabilitation
strategies. The recommendation to close the structure was supported by the Morrison
Hershfield review.
After evaluating short and long term rehabilitation strategies recommended by Morrison
Hershfield for the Margaret Avenue Bridge, the City is proceeding with the removal of the
existing bridge and replacing it. The City awarded a contract to remove the bridge
superstructure that includes bridge center span and both north and south end spans removal,
and also includes removal of parapet walls, railings, and piers up to the ground level. An
existing gas main on the bridge will also be supported with a temporary support. Both abutment
approaches and the piers up to ground level will remain in place. In addition, a temporary gas
main and supports will be in place until the construction of the new bridge (to be removed as
part of the new bridge construction). Demolition, currently underway, is expected to be
completed by early December 2013.
Engineering wishes to replace this bridge with a similar configuration as the area is urbanized
and improvement will be local and no widening is expected. In order to meet current railway
clearance requirement it should be noted that potential raising of the bridge may be required
and consequently some re- grading of the Margaret Avenue approaches, or a bridge design with
less depth may be considered to comply with railway headroom requirements. Option for reuse
of any remaining elements (pier foundations, abutments) would also be exercised, if feasible
and cost effective. The new bridge will likely include a new gas main crossing, and potentially
conduit for third -party utilities.
Margaret Avenue bridge is over 40 years old (constructed in 1959) and therefore meets the
criteria of age to trigger a schedule `B' EA, however preliminary evaluations of the cultural
heritage attributes suggests that the structure does not have a high degree of heritage value.
This suggests a schedule `A' Class EA is appropriate. In order to have more public notification,
engineering is intending to complete schedule `A+ EA for this project.
As per the current estimate of time, it is expected that design and tendering should be
completed such that the construction component should begin no later than June 2014 and will
end in winter /spring 2015, utilizing one construction tender.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services /Consultants, a Consultant's Review Committee was established
consisting of C. Spere, Manager, Engineering Construction, H. Gross, Director, Asset
Management, S. Allen, Manager, Engineering Design and Approvals, S. Shah, Design Engineer
and L. Gordon, Director of Supply Services.
Expressions of interest were advertised publicly on the City of Kitchener website and on the
internet through the Ontario Public Buyers Association Electronic Tendering Information System
relative to this project. Documents were downloaded by thirty -eight (38) interested parties, and
by the closing date of Tuesday November 12th, 2013, thirteen (13) responses had been
received.
The review committee met on Monday November 18th, 2013, to review the submissions and a
shortlist of four (4) candidates was selected for further interviews. The Committee met on
Monday December 2nd, 2013 to interview the shortlisted candidates. The Committee elected to
award the project to Hatch Mott MacDonald, Mississauga, Ontario.

The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these types of projects
typically involves city staff and resources from across the corporation. These costs are included in the line
item "Projected Costs: Staff Time /Permitting /Material testing ", and will be itemized when they exceed
$125,000. Included in this line item are staff time and expenses for all city staff in support of the project
such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all
regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and
parking requirements and any other miscellaneous costs. Projects utilizing in -house staff will include costs
for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset limit is
within the budget allowance (B) provided within the budget. Funding for this purchase is included within
the 2014 to 2023 capital budget forecast. The estimated surplus (D) will remain within the project to fund
future work.
