SUBJECT: Scope Increase for Purchase Order #201126 Levitt -
Goodman Architects Ltd. (LGA) — Administration Fees for
the Civic District Parking Garage and Kitchener Public
Library Redevelopment
RECOMMENDATION:
That a $232,200, plus H.S.T. increase to the existing administration fee purchase order
#201126 with Levitt - Goodman Architects Ltd. for the Civic District Parking Garage and
KPL Redevelopment Project be approved.
Background:
Council approved the expansion and renovation of the existing Main Library in October 2008. In
addition, in March 2009 Council approved the construction of a 412 space, three level
underground parking garage to address the Library's parking needs and the parking needs of
the Region of Waterloo and the Ministry of the Attorney General. With Council's approval, the
design contract was awarded to the consortium of Levitt Goodman Architects (now known as
LGA Architectural Partners), The Walter Fedy Partnership and Phillip G. Carter Architect in May
2009.
Report:
This report is to request from Council an increase of approximately $232,200 to the existing
administration fee contract for additional administration efforts and disbursements due to the
time extension of the construction schedule for the entire project.
The original contract amount of $2,273,500 including disbursements was for a period of 32
months (July 2010 to March 2013). The completion of both the library and the garage project
will extend beyond the original estimated construction period. It is projected that the garage will
be completed by December 2013 and the library by the late spring of 2014. Additional fees are
therefore warranted for the efforts due to the time extension of the construction schedule.

FINANCIAL IMPLICATIONS:
Similar to the existing purchase order, the increase in the proposed fees will be split between
the Library and Parking Garage project. The increase to the administration fee is estimated to
be $232,200 inclusive of disbursements and is proposed to be funded from the existing project
accounts.
