APPOINTMENT TO HERITAGE KITCHENER — ST.
MARY'S HERITAGE CONSERVATION DISTRICT
REPRESENTATIVE
That Kerry Kirby be appointed to Heritage Kitchener as the Committee's representative
from the St. Mary's Heritage Conservation District for a term expiring November 30, 2014.
BACKGROUND:
Section 3(d) of Council Policy 1 -110 (Heritage Kitchener - Terms of Reference) indicates that the
composition of the Committee shall include a representative from each of the City's four
Heritage Conservation Districts.
On November 19, 2012, Council approved the existing complement of Committee members,
with the exception of representatives from three Heritage Conservation Districts, namely: St.
Mary's, Civic Centre, and Victoria Park. Earlier in 2013, the representatives from the Civic
Centre and Victoria Park Heritage Conservations District were appointed, leaving only the St.
Mary's Heritage Conservation District without representation.
REPORT:
The subject application was considered at the December 3, 2013 Heritage Kitchener meeting,
after the requirement under Section 3.3 of Council Policy 1 -63 had been met, which states "an
individual will be eligible for re- appointment to the same board or committee, only if a minimum
period of one year has elapsed between the completion of an eight -year maximum term and the
commencement of a new term." Accordingly, Mr. Kirby is now eligible for appointment to
Heritage Kitchener pursuant to Section 3, Length of Service, of Council Policy 1 -63 for a
maximum period of eight consecutive years. At their meeting, the Committee reviewed the
qualifications submitted within the application and endorsed the recommendation contained
herein. Mr. Kerry Kirby, is a resident of the St. Mary's Heritage Conservation District, and
previously served on the Committee from 2002 -2012, thereby meeting both the requirements for
committee composition set out in Section 3(d) and Section 5(b) respectively.
The Terms of Reference set out that the Committee's composition shall consist of 11 -14
members of the public; including 5 -7 sector specific members and 1 representative from each of

the City's designated Heritage Conservation Districts. If Council approves the appointment of
Mr. Kirby, there will be a total complement of 11 members, including a member of Council, and
all Heritage Conservation Districts will be represented on Heritage Kitchener.
The application submitted by Mr. Kirby has been circulated under separate cover in accordance
with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment to fostering an open decision - making process and two -way
communication with the community regarding matters affecting the City's heritage resources.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with Mr. Kirby's appointment to Heritage
Kitchener.
COMMUNITY ENGAGEMENT:
INFORM — Information on the City's various Advisory Committees is available on the City's
website to promote and encourage citizen involvement. In addition, residents of the St. Mary's
Heritage Conservation District were circulated informational flyers in January 2013 outlining the
role of the municipal heritage committee and an invitation to apply to be the district
representative.
