BACKGROUND: In 2011, Council approved staff participation in a 5 year Municipal Partnership for Economic Development program run by the Federation of Canadian Municipalities. The purpose of MPED is to support economic development capacity building among local municipalities in the developing world. Kitchener is involved in the MPED Tanzania project and is specifically working with the City of Morogoro. REPORT: A Local Economic Development (LED) training program for Morogoro staff is planned for late February, 2014. The program will consist of a week long seminar on marketing and brand development, strategic planning, partnership development and business planning skills. This is to be followed by a week long Forum on LED involving municipal staff and practitioners from across Tanzania. The Forum will be held in Morogoro to allow for knowledge transfer from the Morogoro experience to participants from many other communities. The mission will involve Chris Farrell, Manager of the Waterloo Region Small Business Centre and Rod Regier. It is anticipated that one more mission will be required to fully execute this project. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This program is an important part of Kitchener's contribution to the Federation of Canadian Municipalities and its International Development Program. 8. - 1 FINANCIAL IMPLICATIONS: All direct costs for the mission will be covered by FCM. The City of Kitchener's contribution is the time allocated for staff participation — approximately 10 working days for each. COMMUNITY ENGAGEMENT: The City of Kitchener has hosted 2 missions of Morogoro staff and elected officials to Canada. In those sessions, the participants have been introduced to the city as a whole and to stakeholders with relationships to economic development in Africa. CONCLUSION: The FCM MPED program is founded on the principle that local government has the greatest potential to affect the quality of life and development trajectory in the developing world. This contribution by The City of Kitchener helps to advance global development by supporting sound public administration and practice at the local level in economically disadvantaged economies.
