HomeMy WebLinkAboutCouncil - 2013-12-12 S SPECIAL COUNCIL MINUTES DECEMBER 12, 2013 CITY OF KITCHENER A special meeting of City Council was held at 5:40 p.m. this date, chaired by Councillor S. Davey with all members present except Mayor C. Zehr and Councillors D. Glenn-Graham and Z. Janecki. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. 2014 OPERATING BUDGET Moved by Councillor B. Ioannidis Seconded by Councillor Y. Fernandes “That staff be directed to report and / or take appropriate action on the following matters arising from the December 12, 2013 special Finance and Corporate Services Committee meeting relative to the 2014 Operating Budget, as outlined in the chart below: DivisionTopicAction ENTERPRISE/ Provide information via email COMMUNITY correspondence on Hockey and Soccer User Fees PROGRAMS & Associations fees charged to their SERVICES participants. Explain declining hourly parking revenue TRANSPORTATION Parking stream participants via email SERVICES correspondence. Provide high level information on Economic Development assessment increases due to EDIF Investment Fund (EDIF)investment. ECONOMIC Provide information outlining what Economic DEVELOPMENT Development priorities could be addressed Alternative Revenue if the remaining Alternative Revenue funding Sources ($150,000) were directed to Economic Development. Provide the BMA City comparison graph Household over the last 4 years. (Page O-19). Comparisons Provide information about how the proposed tax rate increases for Kitchener / Region / HouseholdSchool Board would impact the average Comparisons resident (Page O-20 Household comparison slide). Provide schedule of tax and rate changes FINANCIAL over the last 10 years (both including EDIF PLANNING Historical Information and excluding EDIF). Provide details of tax levy change related to compensation in 2014 Tax Levy change Tax Levy Detail slide. (Page O-30) Using the financial variance report format, provide a comparison between the 2013 Budget comparators budget and the proposed 2014 budget. Provide issue paper outlining lost time (WSIB and non-occupational lost time) Lost time noting fire separately. HUMAN Update the overtime issue paper to include: RESOURCES 1) The financial impact of the fire paid sick time per eligible employee; Overtime 2) Convert fire hours to days; 3) 2013 overtime information for Kitchener; 4) Guelph overtime survey results Provide a list of mobile technology projects and indicate the implications if only one of INFORMATION Mobile Technology the two proposed Full Time Equivalents TECHNOLOGY Strategic Initiative (FTEs) were approved. ENGINEERING 3) Indicate what other bylaws are in place to protect the City should this occur. Provide storm water projection assuming Stormwater Utility 1% or 2% rate increases instead of 3%.. Provide 2014 water rate increases for WATER UTILITY Water Rates Waterloo and Cambridge. Carried. 2. BY-LAW FOR THREE READINGS Moved by Councillor K. Galloway-Sealock Seconded by Councillor B. Ioannidis “That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2013-166 by the Clerk.” Carried.
