SUBJECT: ENVIRONMENTAL COMMITTEE APPOINTMENT
RECOMMENDATION:
That Katarina Milicic be appointed to the Environmental Committee for a term expiring
November 30, 2014.
BACKGROUND:
In November 2013, staff received letters of resignation from Ms. H. Awad, Ms. M. Baharloo and
Mr. A. Khalil which created vacancies on the Environmental Committee. It should be noted that
during the previous appointment process, Council had approved exemptions to Section 3.1 of
Council Policy I-100 (Environmental Committee - Terms of Reference) that restricts the number
of community at large members of 10 to 11. As a result of these resignations, the Committee's
current complement is 8 community at large members and two members of Council.
REPORT:
Over this past year, staff were contacted by two individuals expressing interest in joining the
Environmental Committee. Accordingly, as a result of the identified vacancies, those people
were contacted and requested to complete an application, with a submission deadline of
December 3, 2014. Staff received one completed application, which has have been circulated
under separate cover to all members of Council in accordance with the Municipal Freedom of
Information and Protection of Privacy Act.
Council Policy I-100 (Environmental Committee - Terms of Reference) states that appointments
shall be based on an applicant's demonstrated interest and participation in environmental
matters, academic qualification, work experience, knowledge and professional expertise. In
addition, it also indicates that optimally, two-thirds of the Committee's composition should have
formal training in an environmental discipline.
Ms. Katarina Milicic is currently enrolled as an undergraduate in Environmental and Business
disciplines and has previous volunteer experience in environmental initiatives in developing
communities in both Ecuador and Kenya. In addition, she has previous volunteer experience
with the City of Kitchener as the Co-Chair on the Kitchener Youth Action Council.

At the December 14, 2013 Environmental Committee meeting, members considered Ms. K.
Milicic application and are recommending that she be appointed as a member on the
Environmental Committee for the term expiring November 30, 2014.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment by supporting the City's commitment to conserve, protect
and improve the environment.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with this report.
COMMUNITY ENGAGEMENT:
Those people, who previously expressed an interest in joining the Environmental Committee,
were invited to submit an application.
