BACKGROUND: The Multi-use Pathways and Trails Master Plan was approved by Kitchener Council on May 14, 2012. One of the recommendations within the plan was to provide Council with an annual update on implementation progress. This update is herein provided. Recommendation 5-10 of the approved master plan stated: Review the mandate of the current Cycling Advisory Committee through 2012, with the goal of broadening their role to include all aspects of active transportation, including the Multi-use Pathway Network. Following the review, staff and the current Cycling Advisory Committee will report back to Council with a Discussions were held in 2012 with the Cycling Advisory Committee regarding possible changes to the mandate. No recommendation to Council was made and the current committee mandate is unchanged. The multi-use pathway and trail network serves a variety of users with different requirements, including cycling. Having a committee which can represent this diversity of users will facilitate the setting of priorities and directions for improvements and expansion of the multi-use pathway network. REPORT: 2013 IMPLEMENTATION PROGRESS UPDATE The table below provides a detailed account of the progress made to date on all of the recommendations adopted with the approval of the Multi-use Pathways and Trails Master Plan. 4 - 1 Several highlights of this update are: The planning processes required to ensure implementation of the city wide network of multi-use pathways has been fully implemented. This includes revisions to Official Plan policies, subdivision development agreements and site planning. All new subdivisions and site plans include provisions for the implementation of the approved multi-use pathway network within these plans. A 10 year Capital Forecast has been prepared for implementation of the multi-use pathway network on lands currently in City of Kitchener ownership. The highest priority pathways as identified in the master plan are being implemented in the earliest years of the forecast. Priorities for implementation in the first 5 years include the completion of the linking trail sections and upgrading of the Trans Canada Trail from the Iron Horse trail to Highway 401. Once completed this will provide a route from Waterloo to Cambridge through the heart of Kitchener. Priorities also include upgrading of more heavily used routes from the existing stonedust surface to asphalt. Funding levels in the first two years of implementation have been appropriate to realize the objective of making the multi-use pathway network more connected and enabling staff to complete some of the more challenging links. A. REVIEW OF MASTER PLAN RECOMMENDATIONS The following recommendations form a part of the approved master plan. The actions taken to date for each recommendation is provided. SUMMARY OF CAPITAL PROJECTS 2012-2013 1. Multi-use Pathway Construction The focus of capital projects in the first two years of implementation have focused on the priorities identified in the Multi-use Pathways and Trails Master Plan. These include the implementation of the Trans Canada Trail along Schneider Creek in conjunction with the associated creek and bridge engineering projects, completion of trails and boardwalks in the Doon South Creek area and re-surfacing of high use trails through Homer Watson Park, Lakeside Park and along Henry Sturm Greenway. This is consistent with the priorities identified in the master plan process where the public expressed interest in making the multi-use pathway network better connected and improving the surface conditions along more heavily used routes. Pedestrian Bridges Inspection and Repair - Pedestrian bridge inspections and reports are completed every 2 years by the Engineering - Infrastructure Asset Planning division, with the most recent report in 2012. A repair or reconstruction schedule is based on the specific recommendations of the inspection report and work completed using the Operations Capital identified annually. 2013 - Reconstruction of railings and guards on the Victoria Park Roos Island heritage bridge - Idlewood Creek bridge replacement underway - Bridge deck repairs in several locations 3.Multi-use Pathways Road Crossings Access Control Measures The Community and Infrastructure Services Committee of June 17, 2013 received staff report #INS-13-058 which tabled recommendations regarding multi-use pathway road crossing access control measures. These recommendations were deferred to the June 24, 2013 Council meeting to allow time to receive advice from the City Solicitor with respect to potential liability. At this Council meeting the following was resolved: -use pathways and trails where there are currently road crossing gate control measures to warn users that they are approaching a road crossing; and, That subject to the road crossing warning signs being in place, all trail gate access -use pathways and trails; and, Than Operations and Transportation Services staff be directed to complete an update of standards for multi-use pathway mid-block crossings of roads prior to December 31, 2013; and, That Operations and Transportation Services staff be directed to prepare an implementation plan to phase in the new standards over 10 or more years starting in 2014 for the primary multi-use pathways as noted in the Cycling Master Plan, the Multi- 4 - 11 use Pathways and Trails Master Plan and to work with the Cycling Advisory Committee to assist in identifying priorities for upgraded crossings; and further, That funding for the incremental upgrading of multi-use pathway roadway crossings be consideration. Update: Staff of the Transportation Services and Operations Divisions are currently working with staff from the Regional Municipality of Waterloo, City of Waterloo and City of Cambridge in the development of a standard multi-use pathway roadway intersection detail. Expected completion for the development of the standard is prior to the end of 2014. Costs for incremental implementation will be included in the Operations Division 10 Year Capital Forecast. The installation of warning signs at multi-use pathway - roadway intersections and the opening of appropriate gates will begin June 2014 on priority cycling routes. Staff will continue to work with the Cycling Advisory Committee on identifying priority cycling routes where gate barriers are an issue and ensuring that these priorities are addressed. Operations staff will engage the various Neighbourhood Associations in partnership with the District Facilitators from Community Programs and Services. By engaging the Neighbourhood Associations, staff will get a clearer picture on the need for gates at parkland frontage and the balanced control of vehicular/cycling transportation within the non-transportation corridors. Staff will continue to work with the Cycling Advisory Committee on identifying priority cycling routes where gate barriers are an issue, ensuring that these priorities are addressed. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Leadership and Engagement: The City of Kitchener is taking an active leadership role by investing in multi-use pathways and providing a popular recreational resource as well as the infrastructure for alternative transportation. Quality of Life: Multi-use pathways provide residents with opportunities for walking and cycling which contributes to greater physical activity. Environment: Multi-use pathways provide for the ease of movement by residents through the parks and natural areas facilitating contact with and appreciation of the natural environment. Diversity: Multi-use pathways are used by persons of all ages and abilities and accessible to all. FINANCIAL IMPLICATIONS: Funding levels in the first two years of the master plan implementation have been appropriate to meet key priorities expressed by the public during the preparation of the plan. Making the 4 - 12 network more connected and continuous required funding for the more complex and challenging links along stream courses and through wetlands. Improving the surface conditions of popular cycling routes required funding levels sufficient to provide asphalt paving of long sections. This has provided excellent initiation of the plan implementation and supports the high value placed by the public on the multi-use pathways and its continued improvement. Residents are consulted prior to the implementation of new multi-use pathways in existing neighbourhoods. The Cycling Advisory Committee is consulted regularly regarding improvements to the multi-use pathway network for cycling. CONCLUSION: During the 18 months since the approval of the multi-use pathways and trails master plan, the policies adopted as part of this plan have facilitated the planning of new multi-use pathways in all plans of subdivision, ensured their integration into engineering projects and provided clear 4 - 13 priorities for new construction and improvements to existing routes, all based on the direction provided within the master plan.
