JANUARY 7.2014 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:05 p.m.

1. HERITAGE IMPACT ASSESSMENT(HIA)
- 1165 DOON VILLAGE ROAD
- PROPOSED NEW LOT AND SINGLE DETACHED DWELLING
Ms. A. Oja declared a conflict of interest and left the meeting for the duration of the
presentation and discussion.
Ms. M. Drake provided an overview of the property location which is the subject of the Heritage
Impact Assessment (HIA). She noted it is situated within the boundaries of the Upper Doon
HCD but is not included within it due to the fact that 1165 Doon Village Road is an individually
designated property. She advised that the owners are considering a future severance
application to create a new lot for a proposed single detached dwelling. Due to the location of
the property, staff requested the owner submit an HIA in advance of a future severance
application.
Mr. K. Hoyle attended on behalf of the property owners and reviewed key elements of the HIA,
some of which are:
• Current land parcel is designated under Part IV of the Ontario Heritage Act while
surrounding neighbourhood properties are designated under Part V;
• Proposed severance will be along the eastern portion and will sever 42% of current
lot;
• Intention of the HIA is to ensure minimal impact on the Part IV designated portion of
the property and to also be respectful of the parameters of the HCD;
• HCD has a mix of homes and lots; proposal to build new residence set back from the
fapade of existing home and to also include a detached garage which is also in
keeping with homes in the area;
• Vegetation-related characteristics of the HCD are being considered; proposed lot will
maintain perimeter vegetation; a Tree Conservation Plan shows that one tree along
streetscape will be removed to allow for creation of a driveway to proposed lot;
• New lot will be 1/2 acre in size;
• Overall assessment demonstrates minimal negative impacts to streetscape and
open space with the HCD as well as impacts on the views to the designated
residence on the subject property.
In response to questions from the Committee, Ms. M. Drake advised that any application for a
new residence will require a Heritage Permit and will come back to the Committee for
discussion, once submitted. At that point, more detailed plans regarding the design details of
the house and detached garage will be considered.
Ms.A. Oja re-entered the meeting.

Mr. L. Bensason advised that the consultant scheduled to attend today's meeting to present
the Heritage Impact Assessment(HIA)for the proposed zone change at 399-411 Queen Street
South could not be in attendance. Mr. Bensason provided an overview of the HIA noting that it
has been submitted in connection with a zone change application for the subject properties.
Any comments made by members today would be considered by staff when preparing a
recommendation concerning the HIA to the Director of Planning. The Committee was also
advised that submission of a site plan for the property is also imminent.

The proposal for the subject properties is to redevelop the former Barra Castle lands as a
multi-residential development which, if the site plan and zone change application are
approved, will require a Heritage Permit Application for any proposed new buildings. As is the
process, any Heritage Permit Application submitted for this property will be brought before the
Committee for consideration.
Mr. J. Puopolo, Polocorp Inc., appeared on behalf of the applicant advising that he will present
the information prepared by Mr. Owen Scott, consultant, and respond to questions of the
Committee, where possible. Where he is unable to respond, he will pass along questions to
Mr. Scott and have a response forwarded for circulation to Committee members.
Mr. Puopolo reviewed the history of the site and using a Powerpoint presentation, provided
photographic images of both the current site and renderings of the proposed buildings. He
noted the Queen Street portion of the development is within the boundary of the Victoria Park
HCD; however, the additional lands acquired for the development and fronting on Benton
Street are not. With regard to heritage elements, Mr. Puopolo advised that the Queen Street
site is currently vacant therefor, no natural or heritage elements exist.
He advised that Polocorp Inc. has been working with City planning staff to prepare an
appropriate streetscape for the project which pays tribute to the look and feel of the heritage
district. In terms of proposed building finishes, it is anticipated that the Queen Street fapade
will use a red brick similar to others along the street while the Benton Street portion of the
development will be a lower profile building to be more in keeping with adjacent buildings.
Members of the Committee asked several questions which Mr. Puopolo requested permission
to forward to the consultant for response. These questions are summarized as follows:
• It is the Heritage Committee's understanding that certain features and artefacts from the
former Barra Castle building had been salvaged, with a view to re-use and/or
incorporation of those features into the redevelopment. Can you confirm whether any
building features from the former Barra Castle building have been salvaged, what those
are, and how they are expected to be incorporated into the redevelopment?
• Can you elaborate on how the proposed development addresses the Victoria Park HCD
Plan goal to ensure new development enhances the historic and civic character of
Queen Street South? How does the development complement surrounding historic
structures?
• Can you elaborate on the materials you intend to use in the construction of the
proposed townhouses off Benton Street and for the multiple residential building? For
example, how will the brick compare to that used in the construction of the Mosaic
building located across the street on Queen Street?
• It is understood that the proposed development will feature some form of historic
interpretive signage that will speak to the previous history of the site. Can you elaborate
on the type and location of the interpretive signage proposed, and what information may
be included?
With regard to a question regarding the proposed price point for the homes being created, it
was noted that the project is comparable with another newer area development at the Arrow
Lofts. Mr. Puopolo advised a public meeting for area residents will be held on January 20 and
will allow an opportunity to review the proposal and respond to questions or concerns.
Mr. Bensason reminded members that the HIA is looking at the impact of the development on
the Victoria Park HCD, and in particular the Queen Street streetscape. He advised that the
currently submitted zone change application is for a 5-storey building fronting Queen Street but
that staff is aware that this request may be revised to a 6-storey building should additional
properties be acquired by the developer. Heritage Planning and Urban Design staff will look at
modelling to be submitted with the Site Plan Application, and note shadow impacts, and

impacts to views and massing. If review results in a significant redesign of the proposal that
has heritage implications, then staff may require that the HIA be amended and brought back to
Heritage Kitchener. Otherwise, staff will proceed to process the HIA and make a
recommendation to the Director.
Members were advised that staff will circulate responses to the outstanding questions when
they are received from the consultant.
3. HERITAGE SHOWCASE
Ms. M. Drake advised that the date of the 2014 event is February 15th at Fairview Park Mall. A
volunteer sign-up sheet was circulated and will also be emailed to those members not in
attendance. Members were asked to provide ideas concerning heritage resources /
photographs which could be used as part of the display. Mr. K. Kirby asked that consideration
be given to the use of video rather than a static display board only.
