The Finance and Corporate Services Committee met this date commencing at 10:00 a.m.

1. CSD-14-002 - 2014 GRAAC APPOINTMENTS
The Committee considered Community Services Department report CSD-14-002, dated
January 6, 2014 recommending several applicants be appointed to the Grand River
Accessibility Advisory Committee (GRAAC)for a 3-year term.
On motion by Councillor B. laonndis-
it was resolved:
"That the following applicants be appointed to the Grand River Accessibility Advisory
Committee (GRAAC) for a 3-year term ending December 31, 2016, pending ratification
by the partnering municipalities of the City of Waterloo, Region of Waterloo, Township
of North Dumfries, Township of Wellesley and Township of Woolwich:

Christine Taylor City of Kitchener New
Laura Master City of Kitchener New
Dawn Clelland City of Kitchener New

2. FCS-14-007 - ENVIRONMENTAL COMMITTEE RECOMMENDATION
- 2013 COMMUNITY ENVIRONMENTAL IMPROVEMENT GRANT(CEIG)
The Committee considered Finance and Corporate Services Department report FCS-14-007,
dated December 23, 2013 recommending for approval the 2013 Community Environmental
Improvement Grant (CEIG), to be funded from the Environmental Stewardship Capital
Account.
On motion by Councillor B. Ioannidis-
it was resolved:
"That the 2013 Community Environmental Improvement Grant (CEIG), to be funded
from the Environmental Stewardship Capital Account, as outlined in Finance and
Corporate Services report FCS-14-007, be awarded as follows:
• $2,538. to Guelph Street Garden for a Rain Water Harvesting Demonstration
program in Uniroyal Goodrich Park conditional upon approval from City Parks
Operations, receipt of a building permit, and proof of receipt of other
requested funding; and,

• $1,870. to Clipped Outdoors for a guided weekly summer program to
introduce women and families to Kitchener's public green spaces; and further,
• $752.50 to Transition KW for the Climate Change Adaptation Toolkit."
3. FCS-14-008 - ENVIRONMENTAL COMMITTEE APPOINTMENT OF NEW MEMBER
The Committee considered Finance and Corporate Services Department report FCS-14-008,
dated December 23, 2013 recommending for approval the appointment of a new member to
the Environmental Committee for a term expiring November 30,2014.
On motion by Councillor B. loannidis-
it was resolved:
"That Katarina Milicic be appointed to the Environmental Committee for a term expiring
November 30, 2014."
4. CSD-14-007 - FIRE DEPARTMENT PUMPER/AERIAL APPARATUS PURCHASE
The Committee considered Community Services Department report CSD-14-007, dated
November 25, 2013 recommending the tender process be waived in order to purchase a
pumper/aerial apparatus. It was noted that any recommendation relating to this item would be
considered at the Special Council meeting later this same date.
Mayor C. Zehr entered the meeting at this time.
Chief T. Beckett provided an overview of the Report, stating that there is a potential cost
savings of approximately $300,000. by waiving the tender process and purchasing a
Pumper/Aerial truck that is in stock at a dealership rather than the tender and custom build
process.
Councillors K. Galloway-Sealock and S. Davey entered the meeting prior to the Recorded Vote being
taken.
The following motion was voted on by a recorded vote and Carried with Mayor C. Zehr and
Councillors B. Vrbanovic, F. Etherington, S. Davey, D. Glenn-Graham, B. Ioannidis, Y.
Fernandes, K. Galloway-Sealock and P. Singh voting in favour; and Councillor Z. Janecki
voting in opposition. Councillor J. Gazzola was not present at this meeting and accordingly did
not vote.
On motion by Councillor B.Vrbanovic -
it was resolved:
"That the tender process be waived for the purchase of a custom built pumper/aerial
apparatus and allow the purchase of a comparable stock apparatus from a pre-qualified
dealer at a cost not greater than $782,800.00."
5. CSD-14-001 - BY-LAW ENFORCEMENT COVERAGE -LOWER DOON AREA
The Committee considered Community Services Department report CSD-14-001, dated
January 7, regarding the special By-law Enforcement program in the Lower Doon and Pioneer
Park areas.
Mr. S. Turner reviewed the report advising that the By-law Enforcement Division has
implemented special coverage in the residential areas around Conestoga College. He stated
that a commitment was made to the residents of the Lower Doon and Pioneer Park areas as
well as the Town and Gown Committee to reduce response times for noise and parking
complaints. He further stated that as part of the program, the By-law Enforcement Officers
proactively engage the residents to encourage respectful behaviours in consideration of
neighbours.

In response to questions, Mr. Turner indicated that the area landlord associations have been
involved in initiatives to address the concerns and has received support from the College
through the Town and Gown Committee.
Councillor K. Galloway-Sealock inquired if there was a timeline associated with the
commitment for special coverage in the Lower Doon and Pioneer Park areas, and indicated
that she would encourage staff to provide an opportunity for the committee to review the
program in three years' time.
On motion by Councillor K. Galloway-Sealock-
it was resolved:
"That staff be directed to review the By-law Enforcement program of special
enforcement coverage in the Lower Doon and Doon Pioneer Park areas and report
back to Council every 3 years, beginning in 2017."
6. ICE STORM UPDATE
Mr. D. Chapman provided an update on the cost of the ice storm indicating that the cost of the
winter ice storm was approximately $140,000. with additional clean-up costs to be considered.
He stated that other Ontario municipalities have sought financial assistance through the
Ontario Disaster Relief Assistance Program (ODRAP), which provides financial assistance
within the declared disaster area to restore damaged public infrastructure and/or private
property to pre-disaster condition, when the cost of restoration exceeds the financial capacity
of the affected individuals, municipality and community at large. Mr. Chapman indicated that
there is a high threshold to qualify for relief assistance, which staff does not anticipate to meet
for clean-up costs associated with the ice storm. Members of the Committee generally
expressed support for staffs' position on the matter.
At the request of the Committee, Mr. J. Willmer agreed to provide an update on the meeting
with the Regional Emergency Advisory Committee regarding the ice storm clean-up efforts, at
a future Committee meeting.
