3.0Funding for Arts and Culture
Following a regional study by the Prosperity Council, Kitchener has granted sustainability
funds to groups seen as pillars in the arts community (THEMUSEUM, Kitchener-Waterloo Art
Gallery, the Kitchener Waterloo Symphony and the Creative Enterprise initiative), over and
above normal operating grants, in an effort to assist them in achievingsustainability.
The city’s tier 1 and 2 grant programs have an established process and strategy, but
sustainability funding was granted in accordance with the regional study by The Prosperity
Council, and the formation of the Creative Enterprise Initiative, then called CEEO (Creative
Enterprise Enabling Organization)
Mark Derro declares a potential conflict of interest, as he is a board member of THEMUSEUM.
Council requests that the way in which those funds are allocated should be reviewed for
2014.
Staff asks ACAC members to consider what information they would need as background to
prepare to provide recommendations about future sustainability funding allocations.
ACAC comments:
Collaboration and planning for sustainability spending across the region’s various

municipalities would be helpful.
Could sustainability funding be the topic of discussion at the next joint advisory
o
committee meeting?
Sustainability funding should be used for initiatives that leverage the dollars to do
o
more. Need to do research about best practices for leveraging arts funding.

5.0Public Art Working Group report: Sean Puckett
Victoria Park Statue Project: two community members presented their idea to erect 22 life-
size statues of Canada’s past Prime Ministers in Victoria Park Commons. $1M of the $2M
price tag has been pledged. Asking the city to contribute $300,000 in kind forstatue bases
and infrastructure. PAWG did not have a unanimous opinion about the project, both
concerns and support for the idea were expressed. PAWG has volunteered to advise or assist
in the process.
Susan Coolen, 2013 Artist in Residence:now wrappingup her year-long residency and
working on a proposal for a commissioned artwork. PAWG and ACAC will consider her
proposal in January.
6.0Downtown Advisory Committee update, D. Morton: no updatein D’s absence
7.0Economic Development Advisory Committee update, Mark Derro:
Considered three topics:

Statistics Canada statistics revealed growth in region’s employment numbers in
