The Community and Infrastructure Services Committee met this date, commencing at 1:35 p.m.

1. CSD-14-003 - NEIGHBOURHOOD ASSOCIATION AFFILIATION 2014
The Committee considered Community Services Department report CSD-14-003, dated
December 9, 2013 recommending the approval of the Neighbourhood Associations, outlined in
Appendix `A' as attached to Report CSD-14-003, for affiliation under Council Policy 1-324
(Affiliation Policy—Neighbourhood Associations)for 2014.
On motion by Councillor S. Davey-
it was resolved:
"That the list of Neighbourhood Associations attached to Community Services
Department report CSD-14-003, dated December 9, 2013, be approved for affiliation
with the City of Kitchener for 2014."
2. INS-14-002 - CYCLING MASTER PLAN UPDATE
The Committee considered Infrastructure Services Department report INS-14-002, dated
January 2, 2014 recommending the approval of a priority cycling network implementation
strategy and public consultation process, to identify new streets required to fill infrastructure
gaps within the cycling network not currently identified in the Cycling Master Plan. Mr. J.
Joseph presented the report and responded to questions from the Committee.
Councillor K. Galloway-Sealock entered the meeting at this time.
Ms. Krista Roubos, CLIPPED Outdoors, expressed support for the further implementation of
the Cycling Master Plan and responded to questions from the Committee.
Ms. Victoria Van Cappellen, advised that she was in support of the Cycling Master Plan and
suggested that consideration should be given to implementing new segregated cycling
infrastructure systems within the City; similar to those currently in existence in the Netherlands.
Councillor P. Singh left the meeting at this time.
On motion by Councillor B.Vrbanovic-
it was resolved:
"That the priority cycling network implementation strategy be endorsed as outlined in
Infrastructure Services Department report INS-14-002; and further,

That any new streets identified to fill infrastructure gaps in the cycling network, not
previously identified within the Cycling Master Plan, shall undergo a public consultation
process and receive Council approval prior to implementation."
3. INS-14-005 - CYCLING ADVISORY COMMITTEE BY-LAW REVIEW RECOMMENDATION
AND ANNUAL UPDATE
The Committee considered Infrastructure Services Department report INS-14-005, dated
January 6, 2014 recommending a review of the existing City of Kitchener By-Laws to improve
cycling-related safety.
Ms. Mary Sehl and Mr. Peter Dedes, Kitchener Cycling Advisory Committee (KCAC) presented
the Kitchener Cycling Advisory Annual update, indicating that on August 27, 2012, Council
directed staff to undertake a review of all City By-Laws related to cycling to ensure
consistency, ease of understanding and better promotion and enforcement. Ms. Sehl advised
that KCAC has completed an initial review of the by-laws in other municipalities and have
outlined potential recommendations that have been attached to Report INS-14-005.
In response to questions, Mr. Witmer advised that staff are currently undertaking a review of
the current use of gates on the multi-use pathways and trails and indicated that following the
review staff anticipate reporting back to Council on the different type of entry points on the
trails and whether gates are warranted for identified access points.
The following motion was then voted on and Carried Unanimously on a recorded vote by all
members present. Mayor C. Zehr and Councillor P. Singh were absent and accordingly did not
vote.
On motion by Councillor D. Glenn-Graham-
it was resolved:
"That staff be directed to review the recommendations of the Kitchener Cycling Advisory
Committee, as outlined in Infrastructure Services Department report INS-14-005,
proposing changes to existing City of Kitchener By-laws to improve cycling-related
safety and report back within 90 days."
4. INS-13-105 - MULTIUSE PATHWAYS AND TRAILS UPDATE
The Committee considered Infrastructure Services Department report INS-13-105, dated
December 24, 2013 recommending that staff prepare a revised mandate and terms of
reference for the Kitchener Cycling Advisory Committee (KCAC), which would broaden its
scope to include multi-use pathways and trails. Mr. W. Sleeth presented the report and
responded to questions from the Committee.
Councillor B. Vrbanovic brought forward the recommendation contained in Report INS-13-105,
with a proposed amendment that staff be directed to engage in consultation with KCAC, Grand
River Accessibility Advisory Committee (GRAAC) and other appropriate committees /groups,
to either establish a new committee or broaden the terms of reference for KCAC to include
multi-use pathways and trails and report back at the June 9, 2014, Community and
Infrastructure Services Committee meeting, for potential implementation in January 2015.
The following motion was then voted on and Carried Unanimously on a recorded vote by all
members present. Mayor C. Zehr and Councillor P. Singh were absent and accordingly did not
vote.
On motion by Councillor B.Vrbanovic-
it was resolved:
"That staff be directed to engage in consultation with the Kitchener Cycling Advisory
Committee (KCAC), Grand River Accessibility Advisory Committee (GRAAC) and other
appropriate committees / groups, to either establish a new committee or broaden the

recommendation to establish a new Committee to the June 9, 2014, Community and
Infrastructure Services Committee meeting, for potential implementation in January
2015."
5. INS-14-003 - GLASGOW STREET SIDEWALK
The Committee considered Infrastructure Services Department report INS-14-003, dated
January 6, 2014 recommending the installation of a sidewalk on the north side of Glasgow
Street, from Westmount Road to Knell Drive. Mr. S.Allen presented the report and responded
to questions from the Committee.
Ms. Kathleen Kresky and Messrs. John Robb, Ken Diebel, Gerry Tuttleman and David Kresky
addressed the Committee in opposition to the proposed installation of a sidewalk on the north
side of Glasgow Street from Westmount Road to Knell Drive. The delegations expressed
concerns regarding area water pressure, impacts of construction on public and private
landscaping as well as the proposed left hand turning lane.
Councillor P. Singh entered the meeting at this time.
In response to questions, Mr. S. Allen advised that it was determined that there is nothing the
City can do to improve the area's water pressure as part of the proposed reconstruction
project. He confirmed that the only way to save the trees on the south side of Glasgow Street
would be to shift the proposed road alignment, which would require the project to be re-
designed. He commented that this would subsequently delay the project and it would be
unlikely that it could proceed in 2014.
Ms. A. Mick responded to further questions, indicating that there is no clear line of
responsibility between the Region of Waterloo and the City with respect to the water pressure
issue in the subject area,which is known as Zone 4. She stated that staff has investigated this
matter and identified that it could not be resolved though adjustments to the valves in the area.
She agreed to review the Region's Water Distribution Master Plan to determine whether any
future work has been identified for Zone 4 to address the area's water pressure.
A motion was brought forward by Councillor K. Gal loway-Sealock to not require the installation
of a sidewalk on the north side of Glasgow Street between Knell Drive and Westmount Road
and to direct staff to report back to the January 27, 2014 Council meeting with information
regarding the area's water pressure.
Councillor Z. Janecki brought forward amendments to Councillor Galloway-Sealock's motion,
which were accepted as friendly, for additional information to be provided on: maintaining the
existing length of the east bound left turn lane at the intersection of Glasgow Street and
Westmount Road; providing a lane width of 3 meters as opposed to the proposed 3.3 meters;
and, road realignment options to preserve area trees.
The following motion was then voted on and Carried Unanimously on a recorded vote by all
members present. Mayor C. Zehr was absent and accordingly did not vote.
On motion by Councillor K. Galloway-Sealock-
it was resolved:
"That notwithstanding the policies and guidelines governing the construction of new
sidewalks, a sidewalk shall not be installed on the north side of Glasgow Street, from
Westmount Road to Knell Drive; and further,
That staff be directed to report back to the January 27, 2014 Council meeting with
information on the Region of Waterloo Zone 4 water pressure issues as well as the cost
and timing implications of re-designing the Glasgow Street reconstruction project to
accommodate the following:

6. INS-14-001- MUTUAL AID AND ASSISTANCE AGREEMENT FOR AN ONTARIO
WATERMASTEWATER AGENCY RESPONSE NETWORK
The Committee considered Infrastructure Services Department report INS-14-001, dated
December 6, 2013 recommending the City enter into a Mutual Aid and Assistance Agreement
with the Ontario Water/Wastewater Agency Response Network.
Councillor S. Davey brought the staff recommendation forward for consideration, with an
additional clause authorizing the Deputy CAO - Infrastructure Services, or designate, to be
delegated the authority to request or provide services pursuant to the City's Mutual Aid and
Assistance Agreement for OnWARN.
On motion by Councillor S. Davey-
it was resolved:
"That the Mayor and Clerk be authorized to execute a Mutual Aid and Assistance
Agreement, including future amendments, with the Ontario Water/Wastewater Agency
Response Network(OnWARN), as outlined in Infrastructure Services Department report
INS-14-001; and further,
That the Deputy CAO - Infrastructure Services, or designate, be delegated the authority
to request or provide services pursuant to the City's Mutual Aid and Assistance
Agreement for OnWARN."
7. ADJOURNMENT
