HomeMy WebLinkAboutFCS-14-018 - Master Plan & Charitable Receipts - The Statue Project REPORT TO:Committee of the Whole DATE OF MEETING: January 27, 2014 SUBMITTED BY: Dan Chapman, Deputy CAO 519-741-2200 x 7347 PREPARED BY: Ryan Hagey, Director of Financial Planning 519-741-2200 x 7353 Brenda Johnson, Director of Accounting 519-741-2200 x 7647 WARD(S) INVOLVED: All DATE OF REPORT: January 21, 2014 REPORT NO.: FCS-14-018 SUBJECT: Master Plan and Charitable Receipts for The Statue Project – A Celebration of Leadership RECOMMENDATION: That Council endorse the completion of a master plan for The Statue Project – A Celebration of Leadership as a City-supported initiative, subject to funds being raised in the community to cover the full costs; And further than staff be directed to issue charitable receipts for funds raised with regard to the master plan. BACKGROUND: At its meeting of December 2, 2013, the Planning and Strategic Initiatives meeting received report INS-13-113 The Statue Project – A Celebration of Leadership. Further to this, at its meeting of December 9, 2014, Council approved the following motion: That consideration of the Statue Project – A Celebration of Leadership, as outlined in Infrastructure Services Department report INS-13-113 be tabled to allow for public consultation; and, That the results of the public consultation, which is to include web-based opportunities for feedback on the City’s website, detailed project plans and a fundraising update be brought back to Council for consideration in March 2014; and further, That the Statue Project – A Celebration of Leadership, be registered with the Sesquicentennial organization as a City of Kitchener project. The project’s proponents have requested that donation receipts be issued by the City for funds raised to complete a master plan, which will further detail the project plans. The purpose of this report is to endorse this undertaking to position the City to issue donation receipts as requested. 2 - 1 REPORT: The total cost for The Statue Project – A Celebration of Leadership is projected to be over $2M. The vast majority of this funding is to be raised from the community, with $300,000 requested to be funded by the City of Kitchener. Council will consider whether or not to support the overall project in March. In advance of a full-scale project being undertaken, a master plan must be completed. It is estimated that the master plan would cost less than $30,000 and all of this funding would be raised from the community. Staff have investigated the tax implications of this project with Canada Revenue Agency (CRA) and are confident that any funds donated for the master plan could be provided a charitable donation receipt should Council endorse the undertaking as a City-supported initiative. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The nature of The Statue Project – A Celebration of Leadership is consistent with the community vision “Together, we will build an innovative, caring and vibrant Kitchener with safe and thriving neighbourhoods” by providing valued services to residents of our community by enhancing their “Quality of Life” through investment and enhancement in City parks. FINANCIAL IMPLICATIONS: None. All funds for this phase of the project are to be raised from third parties and have no impact on the City’s finances. COMMUNITY ENGAGEMENT: Public consultation for The Statue Project – A Celebration of Leadership is currently underway, the results of which will be presented to Committee in March 2014.
