SUBJECT: ON-STREET PARKING REGULATIONS — FISCHER COURT
RECOMMENDATIONS:
That parking be prohibited at anytime on the south/east side (odd number side) of
Fischer Court from a point 64 metres west of Pine Valley Drive to a point 55 metres
southwest thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Fischer Court between Pine Valley Drive and the south terminus retains residential
development on both sides of the right-of-way. In response to concerns from local area
residents, on-street parking regulations will have to be reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Fischer Court between Pine Valley
Drive and the south terminus for a maximum period of three consecutive hours, as outlined in
the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Fischer Court. The request cited concerns of vehicles parking on-street obstructing the safe
operation of two-way traffic and emergency vehicle access through the curve in the vicinity of
house number 33 and recommended that parking be prohibited at anytime on one side of the
road.
Residents in the immediate area were surveyed on this proposed parking regulation change in
December 2014. The results of the survey are as follows:

2 responses in favour of PROPOSAL A: Prohibit on-street parking on the south/east
side (odd number side) of Fischer Court from
a point 64 metres west of Pine Valley Drive to
a point 55 metres southwest thereof.
1 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
3 responses received in total (out of 11 — 27% responded)
Based on the results of this survey, Transportation Services is recommending that parking be
prohibited at anytime on the south/east side (odd number side) of Fischer Court from a point
64 metres west of Pine Valley Drive to a point 55 metres southwest thereof. It is anticipated
that a loss of approximately four parking spaces will result from this prohibition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Residents were surveyed regarding this proposed parking regulation change through a mail out
sent in December 2014.
