Livingstone, Committee Administrator INS-13-084 - OTTAWA TRUSSLER SEWAGE FACILITY CLASS ENVIRONMENTAL 1. ASSESSMENT - ENVIRONMENTAL STUDY REPORT The Committee considered Infrastructure Services Department report INS-13-084, dated January 2, 2014 recommending that the Ottawa-Trussler Area Sewage Facility Environmental Study Report (ESR) be received, and filed with the Ministry of the Environment for the mandatory thirty (30) day review period. Mr. B. Korah introduced the Report. Councillors Z. Janecki and K. Galloway-Sealock entered the meeting at this time. Mr. James Jarrett, MMM Group, highlighted the four alternatives that were identified for the detailed evaluation process. He noted that the evaluation categories include: natural environmental; socio-cultural environment; and, construction / financial / technical. He indicated that there were disciplined specialists that reviewed the categories and gave them a scoring from least preferred to most preferred. Mr. Jarrett further advised that overall, the preferred alternative is Alternative 2A, as it scored comparatively better than other alternatives across all of the criteria. Mr. Jarrett introduced members of the Project Team, Ms. Heather Drost and Mr. Michael Pearce, who were in attendance to respond to questions. Mr. Pearce indicated that the proposed location of the pumping station is approximately 75m away from 632 Trussler Road, a distance satisfactory to Heritage consultants. With regard to the natural features criteria, Ms. Drost responded to questions advising that permits required from the Ministry of Natural Resources would be obtained during the design phase. Mr. Paul Britton, MHBC Planning attended on behalf of Activa Holdings, and expressed support of the ESR and the preferred alternative. Mr. Korah responded to questions advising that the City had entered into a Council approved Credit for Service Agreement with Activa Holdings Inc. in 2012, for the consulting fees associated with completing the Class EA study. He stated that the pumping station will be located on land owned by Activa, with the intent that the land will be dedicated to the City. He referred to the Capital Program, noting that construction is slated to take place in 2020. Mr. Britton was recalled by the Committee and responded to questions related to the projected 2020 construction of the pumping station. He stated that it is the intent of the developer to follow the approved development process of obtaining draft approval, followed by making a formal presentation to Council regarding the next stage of development. On motion by Councillor K. ASSESSMENT - ENVIRONMENTAL STUDY REPORT (CONT’D) That the Ottawa-Trussler Area Sewage Facility Environmental Study Report (ESR) “ prepared by MMM Group Limited, dated Dec, 2013, be received; and further, That the Ottawa-Trussler Area Sewage Facility Environmental Study Report (ESR) be filed with the Ministry of the Environment for the mandatory thirty (30) day review period as required by the Environmental Assessment (EA) Act .” INS-13-082 - SOUTH STRASBURG CREEK CLASS ENVIRONMENTAL ASSESSMENT 2. - ENVIRONMENTAL STUDY REPORT The Committee considered Infrastructure Services Department report INS-13-082, dated January 2, 2014 recommending that the Strasburg Creek Flood Control Environmental Study Report (ESR) be received, and filed with the Ministry of the Environment for the mandatory thirty (30) day review period. Mr. B. Korah introduced the Report and members of the Project Team, Ms. K. Petriniak and Mr. Steve Brown, Stantec. Mr. Brown gave a presentation detailing the ESR, advising that the purpose of the South Strasburg Creek Class EA study is to provide flood control measures to protect downstream properties. He reviewed the background and indicated that the Class EA incorporates information from several complimentary studies. He highlighted the alternatives that were evaluated through the Class EA process and summarized the key recommendations: Alternative 3C; to identify the newly constructed Huron Road and associated infrastructure as a flood control structure; and Alternative 3, to construct the Fischer-Hallman Road crossing which would be coordinated with the Fischer-Hallman Road improvements. Mr. Paul Britton, MHBC Planning, expressed support for the ESR and the recommended alternatives to alleviate flooding from South Strasburg Creek. He referred to the Rosenberg Secondary Plan, indicating that the subject ESR is the culmination of the process to support the community. Mr. Vaughn Bender, Schlegel Urban Developments, appeared in support of the ESR and the recommendations within the Study. He expressed appreciation for the lengthy and thorough undertaking of completing the Class EA. On motion by Councillor K. Galloway-Sealock - it was resolved: “That the Strasburg Creek Flood Control Environmental Study Report (ESR) prepared by Stantec Consulting Limited, dated December, 2013, be received; and further, That the Strasburg Creek Flood Control Environmental Study Report (ESR) be filed with the Ministry of the Environment for the mandatory thirty (30) day review period as required by the Environmental Assessment (EA) Act.” ADJOURNMENT 3.
