HomeMy WebLinkAboutArts & Culture - 2003-12-09ARTS AND CULTURE ADVISORY COMMITTEE Tuesday December g, 2003 - 4:00 p.m. CITY OFKITCHENER ATTENDANCE: Welcome new members and Councillor Gazzola Martin DeGroot, Peter Harris, Ron Green, Peter Hinchcliffe, Virginia MacDonnell Eichhorn, Sher DiCiccio, .lennifer Breithaupt, Robert Gissing, Annalee Moore, .lanice Bockmaster, Denis Pellerin, .lohn Gazzola, Don Chapman, .loAnn Hutchison, Erina Harris. 1. DELEGATIONS 1.1 Glen Richardson, Manager of Downtown Development Glen and colleagues are currently at work, in the context of Downtown Development, on the Downtown Tmplementation Plan (to follow strategic planning and exploratory phases). The Downtown is being conceived of in four districts, as discussed with the Corridors project in 2002 with ACAC. Activities such as new growth, site redevelopment, etc. are in discussion. ACAC is invited to forward suggestions for Arts and Culture in the Downtown (successes, wish list, concerns) to Erina for her report that Glen will incorporate in Council reports in early 2004. To date ACAC and arts committees have prioritized the following projects: Live/Work Storefront Artist-Tn-Residence program Kitchener Tndustrial Artifacts Project Need for affordable space for theatre rental and general performance Rebirth of mural project (downtown) Events (ongoing) Multicultural visibility 1.2 3ulie Marshall, Events CoOrdinator for Word on the Street Kitchener .lulie invited discussions with WOTS that resulted in the festival being brought to Kitchener. Now working towards its third event, the festival is funded by major sponsors and the festival organization and is operated by the City in conjunction with a strong advisory board. This is a festival that celebrates the culture of the written word (books, spoken word, media) and 7,000 people attended in Victoria Park this past fall. The event for 2004 will be on September 24. Volunteers are wanted for advisory and event related contributions - contact .lulie Marshall 741- 2386 for information. WELCOME AND APPROVAL OF MINUTES FROM OCTOBER 2003 Denis made a motion that was seconded by Sher, to accept the December agenda as submitted. All were in favour; carried. Ron made a motion that was seconded by Virginia, to accept the minutes from the November meeting as submitted. All were in favour; carried. 3. BUSINESS ARISING 3.1 EyeGo - Ron Ron added the update that the ACAC Letter of support written in support of EyeGo to the Arts (written by Marin de Groot) went towards their grant appeal that was in fact, supported by Council. \December 2003 - ACAC Minutes ] ARTS AND CULTURE ADVISORY COMMITTEE Tuesday December 9, 2003 - 4:00 p.m. 4. NEW BUSINESS 4.1 Introductions The 2004 Arts and Culture Advisory Council was welcomed and introductions were made. 4.2 Review of Terms of Reference Terms of Reference and background policies were distributed to everyone. This reading material is provided so that in .lanuary the Terms of Reference can be reviewed as a Council directive. Erina will record any requested amendments to present to Clerks and Council in the spring. Handouts included: ACAC Terms of Reference City Public Art Policy City Public Art Trust Fund Policy City Cultureplan City "% for Art" Policy Terms of Reference for Provisional Grants 4.3 Appointment of Co-Chair. · Virginia nominated Denis - Denis graciously declined due to inability to take on a new commitment. · Ron generously volunteered and in addition welcomed the nomination of Peter Harris. Peter Harris was seconded as the humble new Co-Chair. · Councillor Gazzola indicated that he prefers to act and attend without the need to Co-Chair. Peter Harris will chair all meetings. ACT I O N: · Peter Harris was unanimously elected as the Chair of ACAC for the 2004 year. Peter and Councillor Gazzola will set each Agenda with Erina. 5.2 REPORTS Public Art Working Group Report, Virginia MacDonnell Eichhorn a - Development of Mission Statement to present to ACAC. b - Developments with Market Project - Erina to announce. c - PAWG is working with the Artist-in-Residence (Michael Ambedian) to develop his commission. d - Policy revision nears its end (% for art/Acquisition policies). e - Two new members on PAWG: Robert Waldeck, local artist and teacher and Eva Havlicova, curator from Europe and arts academic. f - Development of Rotunda Anniversary celebration and marketing materials. Downtown Action Committee a - Discussion of redevelopment of Forsythe building. b - Discussion of placement of new library. c - Discussion of St .lerome's property fire. d - Discussion of arts venues - Denis suggested a vibrant Downtown art space such as the Boston Quincy Market... for discussion. \December2003- ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday December 9, 2003 - 4:00 p.m. 5.3 5.4 5.5 5.5.1 5.5.2 5.5.3 City of Waterloo Cultural Development Committee Rep - Sher diCiccio · There was no recent meeting of CDC. · Tonight ACAC selected the reporting method from now on: Martin will act as the link and Ron will act as the rep, sharing reporting duties. Arts Council Report - Martin de Groot "The Grand Gathering" conference will be held on May 13-16 in Kitchener as the yearly Community Arts Ontario gathering. This will unify Ontario cultural workers and will be an excellent showcase and tourist opportunity for the Region, concentrating on areas such as Place, technology and Contemporary Art. Help is welcome. ACAC assistance will be very useful! Staff Reports Erina Harris, Arts and Culture CoOrdinator a - Selection of three new members for Provision Grant SubCommittee that will advise ACAC towards recommendations for Council: Peter Hinchcliffe, Peter Harris, .~anice Bockmaster (THANKS!) b - Tntroduction and Motion for Support - Your New Kitchener Market - Public Art Project Winner The handpicked jury for the distinguished Your New Kitchener Public Art Competition selected four finalists and has its winner: Renowned Ttalian glass artist Walter Gibson (Elora) has presented the design for a fountain for the side patio at the market. This fountain is made of traditional terrazzo glass and is in the shape of a peapod (To celebrate the Market theme). The project has been viewed by FM and the Architect and was assessed as technically sound, as well as beautiful. Tt falls comfortably within budget. Tnitiated by Ron Green, ACAC made a motion and presented its enthusiastic formal endorsement for this to be presented to Council. All were in favour. Don Chapman - Supervisor - Events a - A meeting for the Victoria Park Entranceway feature will be held. Don and Erina will update the group as info develops. b - Don will forward information regarding the upcoming celebration on .~anuary 16th for the 150th anniversary of the village of Berlin being awarded its charter. c - Cultural Storefront - the Storefront is proposed to be moved to the PUC building alongside it - with greater space and opportunity to complete the vision for it as a cultural facility. All agreed that the past Storefront Subcommittee will reconvene when timely - Don to update. d - Christkindl Market was a huge success with over 35,000 attendees. e - Festival of the Night in development for new year's Eve at the City of Kitchener (and will hold a Canadian-idol-like competition). 3oAnn Hutchison - Acting Supervisor for Program and Resource Services (As reporting on City Facility arrangements ) a - Discussion continues regarding the Woodworking Centre. Due to the fire at St .lerome's, the proposed site for the Woodworking Centre in St. Louis Adult Education Centre, sustained considerable smoke and water damage. Discussions were slowed; more in the future. Craft component of the centre may include woodcarving and wood related crafts, lapidary and metal work. \December2003- ACAC Hinutes ARTS AND CULTURE ADVISORY COMMITTEE Tuesday December 9, 2003 - 4:00 p.m. b - KOR Gallery and Studios - the facility has held 3 successful fundraisers and developed a new board as part of its redevelopment and financial arrangements with the City. c - Registry Theatre - this City building operated by .1M Drama has had a successful year. The Summer Drama Camp was successful and will be offered in summer 2004-. d - Globe Studios - a successful year and development of partnership arrangements with the City of Kitchener. Recently, arrangements for the not-for-profit activities of Globe to go through Corporate Communications Office for City's line rate for ads. - Homer Watson House - ongoing development of partnership opportunities with the City. Adults 50+ and staff team meeting at Homer Watson for tour and brainstorming of possible partnerships on 3anuary 15. e - Review of Community Services Department grants is underway. 3o-Ann to send ACAC members the CSC report that outlined this review. 6.0 ADIOURNMENT/NEXT MEETING The next ACAC meeting will take place on .lanuary 13th' at 4-:00 p.m in the Schmaltz Room at Kitchener City Hall. \December2003- ACAC Minutes
